AGC-BACKED DRAFT SENATE BILL TO CALL FOR $35 BILLION FOR SRFS
Lobbying efforts by AGC appear likely to pay off as the Senate Environment and Public Works Committee readies a new $35 billion bill to bolster the Clean Water and Drinking Water SRFs.

AGC, in partnership with the Water Infrastructure Network has been lobbying Congress to bolster the State Revolving Loan Funds (SRFs) to provide higher funding for water and wastewater infrastructure. The Senate Environment and Public Works Committee has drafted a new bill that they hope to introduce by June 16th which would reauthorize the Clean Water Act SRF at $20 billion over five years and reauthorize the Drinking Water SRF at $15 billion over five years. The draft has been made available to several groups including AGC for review and comment. No language on allocation among the states or prevailing wage requirements is included in the draft. The Clean Water SRF would be authorized under the draft bill at $3.2 billion in fiscal years 2005 and 2006, $3.6 billion in FY 2007, $4 billion in FY 2008, and $6 billion in FY 2009. The Drinking Water SRF would get $1.5 billion in FY 2005, $2 billion in each of fiscal years 2006 and 2007, $3.5 billion in FY 2008, and $6 billion in FY 2009.
