AGC Partners in Iraq Reconstruction Capacity Development
AGC, and other US professional associations are offering to provide the PCO Prime Contractors with "off the shelf" and customized training materials for use in Iraq Reconstruction and to partner in the training, as needed.
For the past several months, AGC has been working with various representatives of both the US Department of State and the Department of Defense reviewing the question of Capacity Development (training) requirements within the DOD contracts for the reconstruction of Iraq. The current contracts to help re-build Iraq contain provisions to transfer knowledge, skills and abilities to the Iraqi people on the operation and maintenance of the facilities. Much of this training involves engineering subject matter.
With the support of both Departments of State and DOD, AGC joined in partnering for a one-day conference held December 16th designed to determine how the U.S. construction and engineering industy can support this effort. Workshop objectives included the following:
- Achieve a common understanding of Capacity Development objectives.
- Form a Public/Private Task Force to develop options for implementing objectives.
- Determine how professional associations may assist in meeting these needs.
- Develop options for professional association partnerships.
- Identify gaps in the current structure, options for filling the gaps, going beyond the allocated funding and resources
Representatives from the many contractors currently working in Iraq joined the workshop with the goal of allowing the contractors to define their needs to provide training and of what kind to the Iraqi’s and for the US engineering societies to present the training programs, delivery systems, and scope of training either currently available or able to be developed if the need exists.
AGC will continue to monitor this activity and provide assistance where possible.
