  Congress Sends Corps of Engineers’ Spending Bill to President
President Bush singed on November 19th a $5.4 billion measure for the U.S. Army Corps of Engineers’ (USACE) Civil Works program. The bill is $1.2 billion more than the Bush administration’s FY 06 proposal. It is also the largest appropriation of funds for the USACE Civil Works program in years.

AGC member contractors consider increased investment in the nation’s Civil Works program a major priority for the 109th Congress. 

This legislation addressed other issues of critical importance to AGC members including revision of the continuing contracts clause, how the Corps reprograms funds from one project to another, and ending the long-standing practice of factoring “savings and slippage” —an estimated percentage of monies attributed to delays in project execution.  AGC members advocated these changes as a way to improve the fiscal condition of the USACE.  

In response to this year’s hurricanes in the Gulf Coast, the measure boosts funds for Mississippi River flood control by $78 million, and provides $8 million for an analysis and design of improving systems to protect Louisiana from hurricane damage.
