Panel Passes Climate Bill Over Objections of Republicans Senate Environment and Public Works (EPW) Committee Democrats yesterday reported out climate change legislation without amendments. Approximately 2.5 percent of the emission allowances in the "Clean Energy and American Jobs Act" are dedicated to transportation and transit investment. Those allowances would be worth between $1.5 billion and $3 billion annually. No Republicans participated in the vote after EPW Chair Barbara Boxer (D-CA) declined to delay the markup to allow for further economic modeling of the bill by the Environmental Protection Agency. Other committees of jurisdiction, including the Senate Finance Committee, could act on the bill or similar legislation later this year.
