New CEOs, Interims Named

Millar, WA State DOT

Roger Millar has been appointed secretary of transportation for Washington State DOT (WSDOT); Gov. Jay Inslee previously appointed him acting secretary, a position he has held since February.

Millar, a civil engineer, joined the agency as deputy secretary in October 2015. As secretary, he oversees WSDOT’s 6,800 employees, highways, passenger and freight rail, bridges, airports and the nation’s largest ferry system. Prior to joining WSDOT, he served as vice president of a national non-profit organization.

Murdock, BJCTA

Barbara Murdock, interim executive director and former chief of staff of the Birmingham-Jefferson County (AL) Transit Authority (BJCTA), has been named to the position on a permanent basis.

Murdock, a Birmingham native, worked in ­Washington, DC, for more than 20 years as a federal contractor to DOT and other federal agencies. Prior to that, she was BJCTA’s director of marketing. For APTA, she is a member of the Bus & Paratransit CEOs Committee and the Mid-Size Operations Committee.

Mims, COMTO, Interim

The Conference of Minority Transportation Officials (COMTO) has named A. Bradley Mims its interim president and chief executive officer.

Mims, a member of the COMTO Board of Directors and legislative advisor to the organization, most recently served as transportation and infrastructure advisor to the Mid-Atlantic Laborers’ Employers Cooperation and Education Trust. He has more than 35 years of transportation industry experience and is a member of APTA’s Diversity Council and the Metropolitan Washington Airports Authority Board of Directors.



Formby, Honolulu HART, Acting
The Board of Directors of the Honolulu Authority for Rapid Transportation (HART) has appointed Michael D. Formby, Honolulu’s director of transportation services (DTS), acting executive director of the agency after Dan Grabauskas stepped down Aug. 18.

Formby had served as an ex-officio voting member of the HART board as DTS director; he resigned from the board upon accepting the acting executive director position.

Prior to joining Honolulu Mayor Kirk Caldwell’s cabinet in 2013, Formby was interim director of transportation, overseeing the airport, harbor and highway divisions, and earlier was deputy director of the state’s Harbors Division. He is also an attorney. Grabauskas headed HART for almost four and a half years.
