New CEOs Named

Mitchell, Virginia DRPT

RICHMOND, VA—Virginia Gov.-Elect Ralph Northam has reappointed Jennifer Mitchell director of the Virginia Department of Rail and Public Transportation. She has served in this position since January 2014, appointed by Gov. Terence McAuliffe.

Mitchell also represents the commonwealth with local and regional partners on matters related to the Washington Metropolitan Area Transit Authority and has worked with representatives of the District of Columbia and Maryland to implement the Metro Safety Commission.

Her 25 years of transportation experience include tenures as an assistant vice president at Parsons Brinckerhoff and a deputy project director of the Dulles Corridor Metrorail Project with the Metropolitan Washington Airports Authority.

Mitchell, a graduate of the Leadership APTA Class of 2012, is a former member of the APTA Executive Committee and Board of Directors and past chair of the American Public Transportation Foundation. She currently serves on several APTA committees.

Funkhouser, CATA, Lansing, MI
The Capital Area Transportation Authority (CATA) Board of Directors in Lansing, MI, has named Bradley T. Funkhouser, its deputy chief executive officer, the authority’s next CEO upon the retirement of 44-year CATA employee Sandy Draggoo Feb. 28, 2018.

Funkhouser began his public transit career in 1991 as a planning intern with the Toledo Area (OH) Regional Transit Authority, later working for Pierce Transit in Lakewood, WA, and Michigan DOT. He was CATA’s director of development in 2001, followed by a 14-year consulting career, and returned to the agency in October 2016.


Seward, Interim, HART
Jeffrey Seward, chief financial officer since 2011 for the Hillsborough Area Regional Transit Authority (HART), Tampa, FL, has been named the agency’s interim chief executive officer, succeeding Katharine Eagan Kelleman, who is leaving HART to become chief executive officer of the Port Authority of Allegheny County in Pittsburgh. Seward was named 2014 CFO of the Year by the Tampa Bay Business Journal.
