APTA to Develop Recommended Practice for Installation of Cameras

The National Transportation Safety Board (NTSB) has issued a safety recommendation (R-17-13) to FTA regarding the installation of crash- and fireproof inward- and outward-facing audio and video image recorders in all locomotive cabs and cab cars to verify train crew actions and train operating conditions. FTA has asked APTA to develop a recommended practice requiring installation of such crash- and fire-protected recorders.

NTSB made the recommendation after realizing, during recent investigations, that the recorders could have provided a record of the train operator’s actions and images of the external operating conditions.

The benefits of these audio recordings and video images of operating crews extend beyond investigations. These recordings are critical to operational safety, accident investigation, management oversight, identification of safety issues and the development of training tools to address them.

APTA has organized a small working group to develop this recommended practice. Interested persons can contact Charles Joseph.
