European member states were due to implement a new directive (2010/63/EU) on the protection of animals used for scientific purposes beginning Jan. 1, 2013. The National Association for Biomedical Research reported that only the U.K. has taken a formal action to implement the directive. The U.K.'s Home Office has produced a Quick start Guide to the requirements of the amended Animals (Scientific Procedures) Act. The ASPA Transitional Guidance that explains the changes made to the new European directive is also available.
The authorities in each of the other European member states have been identified, along with a new system and common format for submitting information that is required by the directive. The new system will "allow the [European] Commission to assess effectiveness of the implementation of the legislation and help ensure consistency in its application." The first data under the new reporting format will be collected beginning Jan. 1, 2014.
