What’s Ahead: Key Issues
- The House version of the Streamlined Sales Tax bill, HB 1072, will be heard by the House Finance Committee on Tuesday, January 23 at 10 am. See the Municipal Finance section for more information.
- SB 5115, which expands the Local Infrastructure Financing Tool (LIFT), is scheduled for hearing on January 24 at 3:30 p.m. in the Senate Economic Development, Trade and Management Committee. See the Infrastructure, Transportation & Economic Development section for more information.
- SB 5444, which changes notice provisions for proposed eminent domain actions, will be heard by the Senate Judiciary Committee at 3:30 pm on Wednesday, January 24. See the Land Use & Housing section for more information.

- The Senate Streamlined Sales Tax bill, SB 5089, passed out of the Senate Ways & Means Committee on January 18, with two "no" votes. See the Municipal Finance section for more information.
How You Can Help – Now!
- The NPDES Phase II Stormwater Permit, issued by the Department of Ecology on January 17, will likely be appealed by multiple stakeholders, including cities. Interested cities, if they haven't already done so, should contact Dave Williams (davew@awcnet.org) or Tim Gugerty (

- Transmission Siting Preemption (HB 1037). While it’s been a long-standing position that AWC opposes this preemption, some cities have expressed some support for this proposal or are neutral. AWC wants to affirm our ongoing opposition to this bill and needs to hear from the membership. See the Energy & Telecommunications section for more information.
