What’s Ahead

  • The deadline for bills to pass out of the second house is 5 pm today, Friday, April 13. Bills necessary to implement the budget are exempt from this deadline, and bills that passed both houses but in different forms will also be addressed next week. Because the status of a number of bills remained in doubt at the time this Bulletin went to press, please check the AWC website on Monday, April 16, for updates.

  • Sunday, April 22, is the last day allowed for the regular legislative session under the State Constitution. AWC will not produce a Legislative Bulletin on Friday, April 20 – the last regular Bulletin of the session will be done on Monday, April 23, following the close of the session.

What You Can Do – Now!

  • ESSB 5558, which regulates house-banked social card games, has been on the calendar for a number of days without movement. The bill must be approved by 5 pm today (Friday, April 13) and passage is clearly in doubt. If you support this bill, calls to your House members must be made before the deadline. Last Week’s Highlights

  • AWC priority ESHB 1858, which provides for the imposition of fees by Transportation Benefit Districts, passed the legislature on April 12 and will now be transmitted to the Governor for her signature. See the Infrastructure, Transportation & Economic Development section for more information.

  • AWC priority SHB 1669, which establishes a gross negligence standard of liability for offender supervision, passed the Legislature on April 9. See the Law & Justice section for more information.

  • SSB 5647 regarding hotel/motel tax proceeds was amended and approved by the House late Thursday, April 12. The bill, another AWC priority, will be sent back to the Senate for expected concurrence. See the Municipal Finance section for more information.

  • HB 2161, which would give code cities the same authority as non-code cities with investments from commingled funds, was delivered to the Governor on April 11. See the Municipal Finance section for more information.
