Gang Task Force Recommendations (E2SHB 2712) - AWC Priority

E2SHB 2712 provides tools and funding for local law enforcement and communities to address gang violence and provide intervention. The bill passed the Legislature on March 10 and has been sent to the Governor. As expected, it was amended to strip out the civil gang injunction before final passage. See the Law & Justice section.

Wrongful Death Causes of Action (E3SHB 1873)

This harmful bill was in play until the last hours of the session, but it failed to pass before the Legislature adjourned. On March 8, the House refused to accept the Senate’s amendments that excluded joint and several liability for the state and political subdivisions for these new damages and claimants and added the age limit of 26. The bill went back to the Senate where a number of proposals to strip out the age limit and to put further conditions on the joint and several liability exclusion were proposed, but none were successful. AWC will be launching four different surveys in the next few months.

We realize that each survey will require a significant amount of time and we thank you in advance for your participation. The information we receive as a result of these surveys is essential for our legislative efforts, they provide great tools for you to use at city hall and valuable information for state agency and legislative staff.

Offender Medical Survey (Late March)

AWC has initiated a multi-pronged approach to explore possible solutions to city medical costs for offenders. Data collected through this survey will help the AWC Board of Directors evaluate the feasibility of an offender medical pool.

Salary Survey (Early April)

The result of this survey is a document that contains extensive information about the salaries and benefits provided to employees in Washington’s cities and counties. It provides comparable data to assist you in determining equitable wages and benefits for your employees.

Tax & User Fee Survey (Late April)

This survey is conducted every two years and provides AWC members with online access to city tax rates and user fees. This survey is completed in sections concentrating on municipal tax rates and fees, land use fees, and water/sewer/stormwater fees.

State of the Cities (Mid May)

The State of the Cities is an ongoing research effort that explores the fiscal health and trends of Washington’s cities and towns. This year’s survey and report will concentrate on city fiscal conditions.
