Greensburg, Kansas Goes Green

The city of Greensburg, Kansas has passed a resolution to certify all city-owned buildings LEED® Platinum, making it the first city in the U.S. to pass such a resolution.  LEED Platinum is the highest rating a building can achieve under the USGBC's LEED Green Building Rating System.
Greensburg, devastated by a massive tornado on May 4, 2007, has focused its recovery on rebuilding as a model green community.  On December 17, 2007, the City Council adopted a resolution that all city buildings greater than 4,000 square feet will be certified LEED Platinum and be required to reduce energy use by 42% over current building code requirements.

Industry News

November Construction Dipped 8%

New construction starts tumbled 8% in November to a seasonally adjusted annual rate of $522.8 billion, reported McGraw-Hill Construction, a division of The McGraw-Hill Companies.

The continuing slide for residential building was joined by a weak performance in November for nonresidential building, which was only partially offset by improved activity for public works.  Through the first eleven months of 2007, total construction on an unadjusted basis came in at $573.4 billion, down 10% from the same period a year ago.  If residential building is excluded, new construction starts for the January-November period of 2007 would be up 3% compared to 2006, McGraw-Hill said.

For more details about construction starts in November, click here.

Legislative News

Alternative Minimum Tax Patch Passed by House

On December 19, the U.S. House of Representatives voted 352-64 (yeas-nays) to approve legislation passed earlier by the Senate that would protect over 20 million taxpayers from an increased tax burden caused by the Alternative Minimum Tax (AMT).

According to the American Subcontractors Association (ASA), “the AMT was instituted in 1970 to assess taxes on wealthier taxpayers who, through itemized deductions, were paying virtually no taxes at all. It was never indexed for inflation, however, and each year affects more taxpayers. The current AMT imposes an average $2,000 tax increase on households that are required to pay it. Filers with incomes in the $70,000 to $200,000 range are expected to see the biggest benefits under the new ‘AMT patch.’”
