Giving Arm of AWI Awards Scholarships, Support Donations

The AWI Education Foundation (AWIEF) has awarded $36,000 in scholarships and wood industry support for 2009. “This is a historic event for AWIEF, the giving arm of AWI,” AWI Executive Vice President Philip Duvic said.

AWI officials presented a check for $22,000 to WoodLINKS USA. Pictured (L to R) are: Dave Nadolski, AWIEF Treasurer, A. J. In making the announcement AWIEF President Robert Stout said,  “We have waited a long time for the AWIEF’s establishment.  With a mechanism in place, AWI members can now look forward to taking advantage of an avenue within AWI to make contributions for scholarships and support the industry as a whole.  In the coming months, we look forward to the next phase of our work which includes informing our membership and chapters of new opportunities for making tax-deductible contributions.

”Brent Jenkins, a student in the Madison Area Technical College Construction & Remodeling program, was one of four students who received a $1,500 scholarship from the AWIEF.  “Brent also took the gold medal in Carpentry a the local SkillsUSA competition and will represent MATC at the National Competition this summer in Kansas City,” Patrick A. Molzahn MATC Cabinetmaking & Millwork Program Director said.

In thanking the AWIEF for its contribution, Tropical Forest Foundation President Keister Evans said, “It is our goal through major economies and with the continued support of important contributors like AWI to continue the global TFF operations without serious interruption.”

Can Your Business Use a Plug-in Electric Vehicle?

If so, you may quality for a new tax credit if you purchase it this year, according to the Internal Revenue Service.  Qualified vehicles use certain types of batteries.

The Emergency Economic Stabilization Act of 2008 (EESA) and the American Recovery and Reinvestment Act (ARRA) of 2009 created two new tax credits for various types of electric vehicles, which may include what are commonly referred to as neighborhood electric vehicles.

ARRA creates a tax credit for low-speed or two- or three-wheel electric vehicles, such as motor scooters, purchased after February 17, 2009, and before January 1, 2012. The amount of the credit is 10% of the cost of the vehicle, up to a maximum credit of $2,500. To qualify, a vehicle must be either a low-speed vehicle that is propelled to a significant extent by a rechargeable battery with a capacity of at least 4 kilowatt hours or be a two- or three-wheeled vehicle that is propelled to a significant extent by a rechargeable battery with a capacity of at least 2.5 kilowatt hours.

EESA created a tax credit for vehicles that have at least four wheels and draw propulsion using a rechargeable traction battery with at least four kilowatt hours of capacity. For 2009, the minimum credit is $2,500 and the credit tops out at $7,500 to $15,000, depending on the weight of the vehicle and the capacity of the battery.

During 2009, low-speed, four-wheeled vehicles manufactured primarily for use on public streets, roads and highways (neighborhood electric vehicles) may qualify both for the EESA credit and, if purchased after February 17, 2009, for the ARRA credit for low-speed electric vehicles. A taxpayer may not claim both credits for the same vehicle. Vehicles manufactured primarily for off-road use, such as for use on a golf course, do not qualify for either credit.

The Internal Revenue Service is working on guidance regarding certification procedures for both of these credits.

CSI Webinar Series Links BIM to Integrated Project Delivery and the Jobsite

The Construction Specifications Institute (CSI) will present a two-part Webinar series in May on linking Building Information Modeling (BIM) to Integrated Project Delivery (IPD) projects and the construction site.

The Web-based educational sessions will provide an inside view of IPD as a collaboration model, address how the combination of IPD and BIM interacts with other trends, and discuss using BIM to create new efficiencies in construction delivery.

The interactive telephone/Internet sessions for the BIM Beyond Design: Enabling IPD and Field Applications series are scheduled between 2:00 p.m. and 3:30 p.m. EDT on May 14 and May 26. Participants can view the session materials and ask questions of the instructors in real time during each of the 90-minute classes:

* Thursday, May 14 – “Integrated Project Delivery: Theory and Reality.” This first session provides an inside view of IPD as a model of collaboration from the perspectives of an owner, architect and contractor, using the case study of the Autodesk Trapelo Road project. The session will discuss the way the specifications process may be affected in an IPD environment. Participants will learn how IPD differs from traditional delivery and the potential benefits and risks of IPD delivery approaches (with respect to project cost, schedule and quality). Additionally, the session will address how the IPD+BIM combination interacts with other trends in the industry.

* Tuesday, May 26 – “BIM for Construction.” The second session will address how BIM can be "linked" to the field during the construction phase. This connection, called "Field BIM," will be explored through case studies such as the Autodesk Trapelo Road and New Meadowlands Stadium projects. Field BIM facilitates collaboration to optimize field operations during construction. Then, the owner and operator can use that information post-handover for warranty management, facilities management and more. In this session the speakers will demonstrate how software for field process automation can be used to leverage the data in BIM to create new efficiencies in construction delivery and new potential for collaboration. Participants also will learn about connecting BIM to field information, technologies that enable field software to work in disconnected Internet environments and more.

Free ASA/FASA Podcast Helps Subcontractors Survive a Prime Contractor’s Bankruptcy Filing

The number of businesses that filed for bankruptcy increased by more than 50% in 2008, and now construction subcontractors have a new resource to help them in case a key client files for bankruptcy.

Visitors to the American Subcontractors Association’s (ASA) Web site, www.asaonline.com, can download and listen to a new podcast from ASA and the Foundation of ASA, “Traps to Avoid When a Customer Files Bankruptcy,” to learn how to reduce and avoid the common risks and costs of a prime contractor’s bankruptcy filing.

In this 20-minute audio program, William Norton, Esq., a partner in the Nashville, TN, office of Bradley Arant Boult Cummings LLP, discusses: steps to take early on in a project that could help if the prime later files for bankruptcy; some of the typical events that follow a bankruptcy filing; ways that a bankruptcy affects contract-related payments and claims; and tips for preserving claims and getting a maximum financial recovery.

Norton cautions subcontractors that a prime contractor’s bankruptcy filing can threaten not only payments owed to them at the time of the filing, but also payments that they received before the filing date. “There’s a concept in bankruptcy of ‘preferences,’ where you may … have to turn around and give payment back that you received within 90 days of the bankruptcy,” Norton explains. He outlines several legal strategies to help subcontractors keep payments they have received from becoming “preferences” that could be taken away. Norton also describes:

* The difference between a Chapter 7 (liquidation) and a Chapter 11 (re-organization) bankruptcy and how each typically impacts the course of a project and the continuation of the contract.
* How bankruptcy will affect a subcontractor’s collection efforts.
* The legal filings that a subcontractor needs to file to effectively recover funds embroiled in the bankruptcy.
* The benefits of joint-payee checks to ensure that subcontractors are paid.

Listening to the program does not require an iPod®. Visitors can download the podcast and listen to it on a computer with a headset or speakers, or on any MP3 player. The podcast is similar in format to the podcasts ASA and FASA offer in their “Essentials of Contract Evaluation” podcast series.

LEED® 2009 to Include LEED Credits for Regional Environmental Priorities

On April 24, the U.S. Green Building Council (USGBC) released the LEED regional credits as part of LEED 2009, the new version of the LEED Green Building Rating System.  These LEED credits encourage that specific regional environmental priorities be addressed when it comes to the design, construction and operations of buildings in different geographic locations. 

“Because environmental priorities differ among various regions of the country—the challenges in the Southeast differ from those in the Northwest, for example—regionally specific credits give LEED a way to directly respond to diverse, regionally grounded issues,” said Brendan Owens, Vice President of Technical Development, USGBC. “The inclusion of these regional LEED credits is the Council’s first step toward addressing regional environmental issues.”

With the help of USGBC’s regional councils, chapters and affiliates, credits addressing six specific environmental issues within a region were identified from among the existing LEED credits.   In LEED 2009, LEED projects will be able to earn “bonus points” for implementing green building strategies that address the important environmental issues facing their region. A project can be awarded as many as four extra points, one point each for achieving up to four of the six priority credits.

LEED 2009 is one of the three major components that make up LEED Version 3.0, the next version of the LEED green building certification program, launched April 27, 2009. The changes to the LEED rating system reflect the rapid advancements in building science and technology and provide incentives for strategies that have greater positive impacts on energy efficiency and CO2 emissions reductions, among other priorities.

The other components of LEED Version 3.0 include a faster, smarter and easier way to use LEED Online, the tool for managing the LEED registration and certification process; and a new building certification model administered by the Green Building Certification Institute through a network of internationally recognized independent ISO-accredited certification bodies.  To learn more about LEED Version 3.0 and to download a region-by-region list of priority credits, visit www.usgbc.org/leed2009.

DOE Launches Alliance to Reduce Energy Consumption of Buildings

On April 9, top executives from 19 commercial real estate companies and U.S. Department of Energy (DOE) officials launched its Commercial Real Estate Energy Alliance (CREEA), a public- private-partnership designed to explore ways to increase the energy efficiency of new buildings.

Commercial real estate owners and operators have volunteered to work together with DOE to make lasting change in the energy consumption of commercial real estate buildings in the U.S.  Currently, commercial buildings account for 18 percent of the nation’s energy consumption and carbon dioxide emissions.

CREEA links building owners and operators with applicable research and technologies being developed at DOE’s National Laboratories. It is the second energy alliance launched by the Department of Energy in the commercial buildings sector. The Retailer Energy Alliance, with members such as Walmart, Target and Macy’s, was launched in 2008.

These commercial energy alliances serve as national forums to share best practices and practical experiences in energy efficiency.  For instance, the Retailer Energy Alliance has held two supplier summits where building owners, operators, and suppliers worked on solutions for achieving dramatic energy reductions.  The alliances also serve as a collective buying voice for the industry to encourage building material suppliers to create more energy efficient equipment.

CREEA and the Retailer Energy Alliance are part of the Department’s Net-Zero Energy Commercial Building Initiative (CBI), which aims to achieve market-ready, zero-energy commercial buildings by 2025.  CBI also includes a National Laboratory Collaborative on building technologies, concentrating the efforts of five National Laboratories on the Net-Zero energy goal, and the Commercial Building National Accounts, which conducts cost-shared research, development and deployment for new building technologies among major national companies.

Studies Examine Value of Green Building

Two studies have examined the return on investment for developing “Living (green) Buildings.”

One study of the Cascadia Regional Green Building Council concluded that Living Building projects usually pay back their added cost within a reasonably period, according to the Green Building Update.

The Cascadia Region Green Building Council “views the Living Building Challenge as an additional outlet to promote the goals set by the U.S. Green Building Council and the Canada Green Building Council. The Living Building Challenge is “attempting to raise the bar and define the most advanced measure of sustainability in the built environment, using a benchmark of what is currently possible and given the best knowledge available today.  Click here for the survey results.

DOL Interviews WCA Officials about Woodworker Workforce

Dr. Winistorfer of WoodLINKS, Duane Girffiths of Stiles Machinery, and Woodwork Career Alliance Secretary Greg Heuer (among others) were interviewed by U.S. Department of Labor officials about our industry for the updates to the Occupational Outlook Handbook.

“I'm pleased to report we had some small success in getting the authors and editors at the Bureau of Labor Statistics to say there is some future for custom, high end woodworkers,” Heuer said.

Architecture Billings Index Jumps Over Eight Points

After a series of historic lows, the Architecture Billings Index was up more than eight points in March.  The American Institute of Architects is cautiously optimistic about signs of improvement.

As a leading economic indicator of construction activity, the ABI reflects the approximate nine to twelve month lag time between architecture billings and construction spending. The American Institute of Architects) reported the March ABI rating was 43.7, up from the 35.3 mark in February. This was the first time since September 2008 that the index was above 40, but the score still indicates an overall decline in demand for design services (any score above 50 indicates an increase in billings). The new projects inquiry score was 56.6.

“This news should be viewed with cautious optimism,” said AIA Chief Economist Kermit Baker, PhD, Hon. AIA. “The fact that inquiries for new projects increased is encouraging, but it will likely be a few months before we see an improvement in overall billings. Architects continue to report a diversity of business conditions, but the majority is still seeing weak activity levels.”

* Regional averages: South (43.4), Northeast (41.8), Midwest (37.5), West (36.1).
* Sector index breakdown: mixed practice (44.0), institutional (42.9), multi-family residential (39.4), commercial / industrial (35.0).

Builder Confidence Shows Biggest Jump in Five Years, NAHB Says

Buyers are finally returning to the residential market, boosting hopes that the housing depression is at or near the bottom, according to the National Association of Home Builders (NAHB). 

Builder confidence in the market for newly built, single-family homes rose five points – to 14 – in April, NAHB reported.  The level was the highest since October 2008, according to the latest NAHB/Wells Fargo Housing Marketing Index released on April 15.  Builder sales expectations surged 10 points, to 25.

Subcontractors Working on Stimulus Projects Rules Must Meet New Requirements

“New rules, effective March 31, 2009, mandate how federal agencies will provide oversight of contractors on federal stimulus projects, including reporting and transparency requirements that apply to subcontractors,” according to the  American Subcontractors Association (ASA).

The summary of requirements reported by ASA are:

First, the rules require prime contractors and subcontractors identified as “first-tier subcontractors” working on stimulus projects to provide progress updates, estimates on job creation, and the names and compensation for the five most highly compensated company officers to the Web site, www.FederalReporting.gov.

Second, the rules grant whistleblower protections that prohibit employers on stimulus projects from “discharging, demoting or discriminating against an employee” who reports fraud, waste or mismanagement.

the rules give the Government Accountability Office and an agency’s inspector general access to any employee or documents associated with a stimulus project when investigating allegations raised by the public.

Finally, the rules implement the law’s Buy American provision, which prohibits the use of steel, iron and other manufactured goods not produced in the United States. A contracting officer who deems the Buy American provision too expensive to implement can waive it in certain circumstances.

White House Delays Mandatory E-Verify for Federal Projects

The controversial electronic system mandating that employers verify eligibility of employees to work in the U.S. using E-Verify has been delayed again.  The White House has postponed until June 30, 2009 the deadline for compliance with the E-Verify rule that will apply to government contractors and subcontractors.

The delay, published in the April 17th issue of the Federal Register, provides the Obama administration more time to review the rule.

The chapter donated six copies of the AWI Quality Standards Illustrated as prizes for the High School and Post-Secondary winners.  They also held their chapter meeting in conjunction with the event, allowing a large delegation of Manufacturing Members to experience the Skills event for the first time.  See attached for images of the event.
