New SFI Director Expected to Strengthen Community Outreach

The Sustainable Forestry Initiative® (SFI®) has created a new position to promote and strengthen forest certification throughout the United States, with emphasis on the south.

SFI has named Barry Graden as Director, Southeast United States Community Outreach. Graden, located in Greenville, SC, is a registered forester and has worked for AbitibiBowater Inc. for the past 31 years, most recently as Manager, Sustainable Forestry where he was involved with all of North America's third-party forest certification standards.

Independent SFI Inc. manages the largest single third-party forest standard in the world - more than 190 million acres/78 million hectares are certified to the SFI 2010-2014 Standard across the United States and Canada. It is the only certification program in North America that reflects local values and interests through 37 SFI Implementation Committees, which play a vital role in promoting training and landowner outreach, maintaining the program's integrity, and supporting and promoting responsible forestry.

Mr. Graden can be reached at Barry.Graden@sfiprogram.org

GSA Among Agencies Preparing for Budget Cuts

While the Congressional "Super Committee" wrangles over budget cuts by Thanksgiving in order to avoid mandated cuts in defense and non-defense budgets, the General Services Administration (GSA) is one of several agencies preparing to curtail spending.

"No new buildings in our future if you really look hard at the numbers," GSA Administrator Martha Johnson said.

"GSA saw its funding for new construction drop 91 percent from $894 million in fiscal 2010 to $82 million in fiscal 2011, and saw a 32 percent cut to its renovation budget from $414 million to $280 million over the same period," according to Federal Times (free subscription).

Proposals for fiscal 2012 are bleaker: The House Appropriations Committee provides no money for new construction and $280 million for repairs. The Senate legislation provides $56 million for repairs and $280 million for new construction. The president's budget requested $840 million for new construction.

"Budget cuts over the past year have forced GSA to postpone or cancel projects across the country and threatened its ability to provide basic services for its federal tenants," according to the Federal Times.

WMMA Rallies Support for Manufacturing Investment Bill

The Wood Machinery Manufacturers of America (WMMA) is urging the wood products industry to support a proposal now before Congress to create a tax-free savings program for manufacturers that is similar to an Individual Retirement Account (IRA).

Connecticut legislators have introduced separate bills in the U.S. House of Representatives and in the Senate to establish the Manufacturing Reinvestment Account Act. The act would allow manufacturers to save pre-tax dollars to invest in plant, equipment, job training or workforce development. Much like an IRA, funds would build up tax free, WMMA advises.

"With an MRA manufacturers could make annual contributions up to $500,000 over a period of seven years. If a manufacturer contributes $500,000 annually and the account earns interest at 5 percent, with a 15% tax rate on amounts distributed from the MRA, after seven years the manufacturer would have approximately $3.6 million to reinvest in his or her business," according to WMMA.

The bill is currently under consideration by the House Ways and Means Committee. Click here to read more about the measures reported in Woodworking Network (free subscription). To contact your Member of Congress, visit http://thomas.loc.gov
