Fairness in Federal Construction

If your company performs federal contract work, you should learn about the Construction Quality Assurance Act of 2009 (HR 3492). The legislation bans bid shopping and bid peddling.

The American Subcontractors Association (ASA) is working to change practices by contractors whose bids have been accepted by the government and who subsequently negotiate with a subcontractor to perform at a lower price than that used to calculate the bid.

To learn more about the issues, and the actions that ASA is taking, visit and Click on "Advocacy & Contracts" on the top menu bar. There is currently a direct line to HR 3492 on the home page of the site. The ASA Web site contains features to allow advocates to contact their Members of Congress. ASA is working to gain additional sponsors for the legislation to get the bill moving.  [Return to top]
