New Direct Agreements Support Meaningful Use of Electronic Health Records

GNYHA Services announced last week that it had entered into agreements with two organizations—ComplyAssistant and NJ-HITEC—to help member hospitals and their affiliated providers comply with the meaningful use requirements of the 2009 Health Information Technology for Economic and Clinical Health Act. This law authorizes more than $19 billion in incentive payments to eligible hospitals (EHs) and eligible providers (EPs) to encourage their adoption of electronic health record (EHR) technology. To receive these payments, EHs and EPs must successfully demonstrate and formally attest to their meaningful use (MU) of EHR technology. However, EHs and EPs that receive payments are subject to attestation and payment audits by Medicare and Medicaid, and any EH or EP that fails an audit risks repayment or recoupment of its incentive payment(s).
  • ComplyAssistant is a technology company founded in 2002 that provides a cloud-based compliance management application portal, which can be used to manage the tracking of MU attestations made by and/or incentive payments made to EHs and EPs. EHs and EPs pay an annual license fee for the ComplyAssistant software, which is based on number of beds or number of professionals. Under the GNYHA Services agreement, EH annual license fees are discounted 20%, with additional discounts for systems with five or more hospitals; EP annual license fees are discounted 25% for up to three EPs and 20% for more than three EPs.
  • NJ-HITEC is a Regional Extension Center established by the federal Office of the National Coordinator that, for purposes of the GNYHA Services agreement, provides MU-related mock audit services and live audit support services for EHs and EPs. Based in New Jersey, NJ-HITEC can serve all GNYHA members. For EHs, NJ-HITEC’s fees are hourly rates, discounted by 10% or more (depending on the resource required) and capped for each hospital. For EPs, fees vary by MU Stage; there is a fixed fee per location for the first professional plus a fee for each additional professional at the same location.
