  Senate Supports Exclusions From 25% Tariffs on Bottled Water Coolers From China
Late last night (May 4), in bipartisan fashion, the U.S. Senate passed a Motion to Instruct authored by Senator Pat Toomey (R-PA) by a 53 to 47 vote. That motion counsels members of the Senate serving on the trade bill conference committee to support key language in the Senate-passed trade bill mandating that the U.S. Trade Representative move forward with a comprehensive exclusion process. In addition, that language also provides exclusions from the 25 percent tariffs on imports from China for products that previously received exclusions, which would include water coolers. While passing this motion is important, it is non-binding, so it remains important to continue educating House and Senate members of conference committee on the harmful impacts of these tariffs. 
IBWA, along with the Coalition for Free Trade, sent letters to the Senate urging support of this motion. IBWA’s letter can be found HERE and the Coalition’s letter can be found HERE.
This vote and action on the trade bill come at a key time when the Biden Administration announced a review of tariffs imposed on imports from China. That review is required by statute to be completed every four (4) years. This will be a multi-step process, with the first opportunity for those impacted by these tariffs to provide comment this summer.
