House's budget targets lower than Senate's

Although not much work has begun on the state budget, the Iowa House released budget targets that are well under the Senate’s targets and the Governor’s budget. The House has budgeted $7.3 billion overall, less than the Senate’s $7.4 billion. For Health & Human Services, the House recommends $1.8 billion in spending, compared to $1.9 billion in the Senate. The House will start the Health & Human Services budget bill this year.

Last week, IHCA President & CEO Steve Ackerson met with Senate Majority Leader Mike Gronstal, House Speaker Linda Upmeyer and House Majority Leader Chris Hagenow to discuss the critical nature of IHCA members' funding priorities as managed care implementation approaches. We had previously met with key appropriations leaders and will continue to advocate for all members' funding priorities. In this tight fiscal situation, funding increases will be difficult to achieve.

Also last week, Governor Branstad was told by CMS that Iowa’s plan to privatize Medicaid can begin April 1. IHCA leaders also continue to talk with DHS and the Governor’s Office about setting the nursing facility rate accurately prior to the start of managed care.

The second funnel deadline for policy legislation is March 11. Appropriations and tax bills are exempt from funnel deadlines. For a complete list of bills of interest, click here
