Legislative Update
IHCA legislative update and watchlist

Inclement weather conditions last week posed traveling challenges for many legislators and prevented several committee meetings from taking place. However, some committees hosted guest presenters and began assigning various bills and caucusing, while a handful of subcommittees were held.

Bill Update: On behalf of our members, the IHCA staff and lobbying team continue to attend subcommittee meetings on bills of interest and concern. Notably, there was no appropriations bills introduced for the Medicaid supplemental bill. IHCA has registered in support of HSB 75, which relates to the community spouse resource allowance under the Medicaid program and impacts nursing facility residents. The bill updates the current language to meet federal requirements, while also setting a base.

IHCA registered opposed to HF 162 and SF 18, each of which propose to eliminate the certificate of need process relating to the development of a new or changed institutional health service. A subcommittee meeting for SF 18 is scheduled for February 6, and IHCA will be testifying in an effort to prevent the bill from advancing.

IHCA Day on the Hill: The IHCA Day on the Hill is Tuesday, February 5, with nearly 50 IHCA members registered to attend. Meetings are scheduled that day with appropriations leaders in the House and Senate to share the critical importance of our funding priorities.

Media Outreach: The IHCA op-ed regarding the need for Medicaid funding for skilled nursing care continues to gain coverage by Iowa media. The op-ed was published in the Sioux City Journal, Cedar Rapids Gazette and the Mason City Globe Gazette last week. The IHCA is also launching a digital advertising campaign targeted at state legislators this week, to provide them more information on funding needs. View the ad here
