NCUA updates DOR policy

The NCUA announced this week some changes to upcoming examinations for credit unions. In a letter to credit unions, the NCUA stated that it will be separating the Document of Resolution (DOR) and Examiner's Findings sections of the examination reports into stand-alone documents.

"Reasonable solutions provided by the credit union will become the corrective action plan included in the DOR,” Chairman Debbie Matz wrote in the letter. “Working together to proactively identify problems and reasonable solutions will ensure credit unions continue to serve their members and operate soundly."

These and other changes will better clarify the priority exam action items to be resolved, reduce redundancy, and ensure consistency, the agency wrote. A new status update template has also been developed as part of the exam document changes. The update will provide details on credit union outstanding administrative actions, including Letters of Understanding and Preliminary Warning Letters, the agency said. The informal discussion document will be eliminated.

Examiners will need to follow up with credit union officials on any outstanding DOR items within 120 days after the timeframe for completion has passed. Credit unions that have received DORs instructing them to cease unsafe or unsound practices will need to notify their respective NCUA Regional Office in writing once they have implemented corrective actions, the letter adds.

Rep. Young to retire

For the second time in two weeks, a member of the LSCU & Affiliates Congressional delegation announced his retirement. Rep. Bill Young (R-FL) told the Tampa Bay Times that he will not seek re-election and will retire at the end of his term in 2014.

Rep. Young's political career spans 53 years. He was first elected to the Florida Senate in 1970. Ten years later he was elected to Congress where he has served for 42 years. He rose to be the chairman of the House Appropriations Committee at one point in his career. He represents the 13th district which encompasses parts of Pinellas County.

Last week Rep. Spencer Bachus (R-AL) announced he would not seek re-election and will retire in 2014. You can read full coverage of his retirement in the Tampa Bay Times.

Attend LDC, play golf!

The Leadership Development Conference (LDC), Nov. 5-8 in Point Clear, AL, offers credit unions an opportunity to network, attend nine education sessions and hear from great speakers. To kick off the LDC, the Southeastern Credit Union Foundation (SECUF) is holding a golf tournament on Wednesday Nov. 6. The proceeds from the tournament go to the SECUF and helps to provide scholarships to the CUNA GAC, State GACs, Hike the Hill, and more.

Join your fellow attendees for the SECUF Golf Tournament at Lakewood Golf Club and Deck, a Robert Trent Jones course. Over the years Pres. Gerald Ford and Bob Hope have played the course.

Bobby Bowden to keynote 2014 AC&E

As credit unions begin to finalize budgets, make sure to put in the 2014 LSCU & Affiliates Annual Convention and Exposition (AC&E), June 11-14. Former Florida State football coach Bobby Bowden will deliver the keynote address on Friday of the convention. He is a perfect choice to speak as the AC&E will focus on the seven cooperative principles.

Bowden is known as much for his charm as he is for his coaching ability. He has the second most wins of any coach in college football history. During his career at Florida State, he won more than 300 games, two national championships, 12 ACC titles, and finished in the top five in the country in 14 straight seasons. Bowden remains heavily involved in the Fellowship of Christian Athletes, annually awarding The National Bobby Bowden Award to a student-athlete for achievement on and off the field, including his conduct as a faith model in the community.
Bowden was inducted into the College Football Hall of Fame in 2006.

Credit unions in Alabama and Florida will identify with Bowden as he has pieces of both states in his blood. He was born in Birmingham and played for the University of Alabama before later becoming the most recognizable coach in Florida State history. 

The League hopes credit unions will save the date for the 2014 AC&E and make plans to attend and bring their board and executive management team.
