SB 1012 sent to FL governor for signature

SB 1012 by Sen. Garrett Richter (R-Naples) has been sent to Gov. Rick Scott for his signature. The bill, which amends Florida’s financial institutions codes, including the Florida Credit Union Act, which was heavily supported by the League during the 2014 legislative session.

Key portions of the bill include language clarifying that the Office of Financial Regulation, not a city or county, is the sole regulator of financial institutions; that financial institutions cannot be sued by a consumer for the sole reason that a loan was offered; that state-chartered credit unions are now allowed to inform OFR of their intentions to move or open a branch rather than ask for regulatory authority to do so; and language that will bring credit unions in line with banks when it comes to information it needs to provide to OFR about board members.

The governor has 10 days to sign, veto, or allow the bill to become law without signature. His office has given assurances that Gov. Scott will sign the bill, thus making the provisions of SB 1012 law.

Loan demand increased in Q1

The CU Journal is reporting that lenders across the U.S. reported an increased demand from consumers and businesses. A report, released by the Federal Reserve, looked at Fed districts including Philadelphia, Richmond, Chicago, St. Louis, Kansas City, and Dallas. Each reported "more modest growth" in the second quarter, led by auto loans and residential real estate lending.

"Overall lending activity increased throughout the nation," said the Fed's quarterly economic survey, known as the Beige Book. "Roughly two-thirds of the Districts reported rising loan demand, with particular strength reported in New York and San Francisco."

In Atlanta, bankers noted increased demand for loan growth and lines of credit even among community banks. A quick look at first quarter NCUA Call Report data shows credit union lending was also up. Visit the CU Journal to read more about the Federal Reserve report.
