SAVE THE DATE: MMA Legislative Committee Meets December 11th to Prepare for Next Legislative Session
The Second Regular Session of the 128th Maine Legislature will begin on the first Wednesday after the New Year and is scheduled to end in mid-April. The Legislative Council, the 10 members of the bipartisan leadership of the legislature are scheduled to meet this Thursday to begin the process of reviewing bill requests for the second session. Unlike the First Regular Session when legislators may submit bills without limitation, during the Second Regular Session, bill requests are limited to those of a fiscal or "emergency" nature and must be admitted by majority vote of the Legislative Council. During the second session, the legislature also will consider bills carried over from the first session and bills submitted by the Governor.

The general effective date for legislation is 90 days after adjournment, though bills passing with an emergency preamble take effect immediately upon the Governor's signature and some bills have an effective date specified within the body of the bill. For the First Regular Session of the current legislature, the general effective date is November 1st.
