The Healthcare Purchaser Alliance of Maine (HPA) has partnered with Sapphire Digital to implement their SmartShopper® tool for Alliance members.

The Healthcare Purchaser Alliance of Maine (HPA) has partnered with Sapphire Digital to implement their SmartShopper® tool for Alliance members. On October 1, the Maine Education Association Benefits Trust became the first HPA member to launch this program for their 58,500 covered lives, and HPA anticipates that additional members will be implementing SmartShopper® in the near future.  

Like LD 445, the "Right to Shop" bill, the SmartShopper® tool provides patients with information on the price of healthcare services at provider sites of care around the country and rewards those who use the tool to "shop" for a range of healthcare services with incentive payments.  HPA and its members believe that providing patients with this kind of transparent price information, and the incentive to use it, helps to drive consumerism and avoid added expense, which is particularly important as more and more of the cost of healthcare is borne by individuals.  It also helps to control purchasers' healthcare costs, which continue to escalate and consume other budgetary priorities, like wage increases and infrastructure investment.

Some large insurers in the State of Maine, including Anthem, have implemented the SmartShopper® program for some of their insured clients.  The provider cost data and analytics used in the SmartShopper® program for HPA will be similar to, if not the same as, the provider data used for the program implemented by the insurers.  To learn more about how the SmartShopper® tool works, visit their website  If you would like to better understand how your costs compare to your peers in the Maine market, HPA encourages you to visit the Maine Health Data Organization's CompareMaine website or reach out to Anthem Blue Cross Blue Shield of Maine.
