NADA: 'Clunkers' Program Exactly What Consumers, Economy, Auto Industry Needs

Dealers expect program to be successful
WASHINGTON — With interest running high on day one of the Car Allowance Rebate System (CARS) program, also known as “cash for clunkers,” the chairman of the National Automobile Dealers Association (NADA) said he expects the program to succeed in boosting vehicle sales and the nation’s economy. “The federal incentive of up to $4,500, coupled with automaker rebates and the auto sales tax deduction, puts a new vehicle within reach for many American families,” said NADA Chairman John McEleney, a multi-franchise dealer from Iowa.

Dealers Report Long Delays in Registering for 'Guzzlers'

‘Have lots of patience,’ NHTSA says
Auto dealers reported delays in registering for the "cash-for-guzzlers" program, setting back their efforts to get a quick start on the initiative designed to spur U.S. auto sales. Patricia Swift-Oladeinde, a spokeswoman for the National Highway Traffic Safety Administration, said such delays stem from almost 20,000 dealers trying to sign up. "Everybody cannot log on at one time," she said. "It is an onslaught. We are registering as we can, and they just have to continue to log in when they can, get in when they can."

Editor's Note: Here are some helpful tips to speed up dealer registration for the clunkers' program: (1) When registering your franchise, each franchise MUST have a different email address. So for each authorization code you register, there must be a unique email address as this will be your username. Entering a duplicate email address will result in the registration being rejected and will GREATLY increase the amount of time it takes to process your registration. (2) When entering your bank information, use the "Existing Bank" option to search for your bank by the routing number (bank number). Select your bank from the resulting list. Do not use the "New Bank" option unless you cannot find your bank in the existing bank list. Do not use the "New Branch" option - select your branch using the "Existing Branch" option. Not following these guidelines GREATLY increases the amount of time it takes to process your registration. (3) When entering your address, use the State Abbreviation in CAPITAL letters instead of typing the full state name. (4) When resubmitting after receiving a rejection notice, use your original authorization code.

Cash-for-Clunkers Dealers Kill Engines to Stop Fraud

Dealers in the U.S. “cash-for-clunkers” program are being forced to disable trade-in vehicles with a chemical under new rules to prevent those who take the government subsidies from reselling the cars. Dealers opposed the engine provision and a rule that requires them to possess used-car titles in order to get federal reimbursement. Consumers often don’t know where their titles are and getting them could take as long as eight weeks, said John McEleney, chairman of the McLean, Virginia-based National Automobile Dealers Association. The provisions will “add some time” and “add some cost” for dealers, McEleney said in an interview [Friday].

U.S. Auto Sales May Reach 10 Million Pace This Month

The so-called “cash-for-clunkers” program “is being viewed by automakers as having the potential to drive a meaningful uptick in sales over the final week of the month,” Rod Lache, a New York-based analyst at Deutsche Bank, wrote in a report [Thursday]. Edmunds.com, an auto-information provider, and market- research firm J.D. Power & Associates also estimated that the July pace will top 10 million, which would be a sign that sales are coming off a bottom.

Senator Wants Inspector General to Review Auto Dealer Closings

WASHINGTON -- The chairman of the Senate Commerce Committee asked the special inspector general of the $700 billion Troubled Assets Relief Program on Friday to review the methodology of General Motors Co. and Chrysler Group LLC's decisions to terminate more than 2,000 dealership franchises. "In light of the impact that these dealership terminations will have on communities throughout the United States, as well as the fact that both companies have received billions of dollars through the Troubled Asset Relief Program (TARP), I believe that taxpayers deserve a thorough review of these decisions," [Sen. Jay Rockefeller, D-W.Va., wrote in a letter to Neil Barofsky, the TARP inspector general.]

Plan Would Give Rejected Dealers 3rd-Party Review

WASHINGTON -- Rejected General Motors and Chrysler dealers would get to have their terminations reviewed by a third party under a proposal floated by a key lawmaker. Rep. Frank Kratovil, D-Md., one of the original sponsors of a bill to reverse dealer terminations, said he suggested the idea to the National Automobile Dealers Association as part of discussions urging the group to join talks with GM and Chrysler. "We welcome any ideas from members of Congress that can help move this issue forward," NADA spokesman David Hyatt said. "NADA is continuing to work with our supporters on Capitol Hill to evaluate the situation."

GM's New Split Personality

In one more brand reorganization, marketing separates from sales
DETROIT — About 400 Cadillac dealers sat stunned as they watched a hip young man in blue jeans and spiked hair take the stage Wednesday, July 22, at Cadillac's brand meeting here. The spiky hair belonged to Bryan Nesbitt, 40, chief of General Motors Co.'s North American design. On Saturday, Aug. 1, Nesbitt becomes general manager of Cadillac. The unorthodox move is part of a cleaving of GM's brands into two sides: marketing and sales.

"The federal incentive of up to $4,500, coupled with automaker rebates and the auto sales tax deduction, puts a new vehicle within reach for many American families. With the tremendous public interest leading up to today, we anticipate that the $1 billion in funding for the cash for clunkers program will go quickly."
