U.S. November Auto Sales to Show Slow Recovery

DETROIT -- Major automakers are expected to report flat U.S. auto sales for November from a year ago -- another sign the industry is on the mend after a bruising downturn that forced extensive restructuring early this year. U.S. auto sales in November are expected to come in at 10.5 million units on the annualized rate tracked by the industry, according to a median forecast of 36 analysts surveyed by Reuters. "As expected, the recovery has been slow, but it is progressing," said Jeff Schuster, forecasting director at industry tracking firm J.D. Power and Associates.

Saab's Future Tops Agenda as GM's Directors Gather

General Motors Co.'s Saab brand is expected to meet a dead end at a two-day meeting of the car maker's board of directors that kicked off Monday evening in Detroit, said people familiar with the board's agenda. Saab's best fate is that pieces of the Swedish company, such as vehicle technology, will be sold to a Chinese auto maker, according to two people briefed on GM Chief Executive Frederick "Fritz" Henderson's view.

Financial Overhaul On Track In House, Lags In Senate

On Wednesday, the House Financial Services Committee is expected to approve the final piece of a package to overhaul the U.S. financial system. But slower progress in the Senate may push the overhaul effort well into next year. (Travis Plunkett of the Consumer Federation of America) says his group would like to see the bill strengthened in several areas, including oversight of auto loans and regulations of derivatives. In a phone conversation with NPR, House Financial Services Committee Chairman Barney Frank said he'd like to see that, too, and expressed confidence that that could happen on the House floor.

Editor’s note: The Campbell amendment, which would not subject dealers to regulation under the proposed Consumer Financial Protection Agency, passed the House Financial Services Committee last month by a vote of 47-21. At Chairman Frank's request, the scope of the Campbell amendment continues to be negotiated. Consumer groups are strongly advocating to include language on the House floor that would reverse or render the Campbell amendment symbolic. NADA is working in good faith with Congress to make reasonable revisions that still preserve the overwhelming committee vote to exclude dealers from CFPA regulation.

The U.S. Department of Labor has published an updated version of the Employment Law Guide, an online publication that describes the major employment laws administered by the department. The guide helps small businesses develop wage, benefit, safety and health, and nondiscrimination policies and benefits employees and employee representatives who need information about worker rights and responsibilities under federal employment laws. The guide is a companion to the department’s FirstStep overview advisor, an online system that allows employers to quickly and easily determine which federal employment laws apply to them. Both are available at www.dol.gov/elaws or www.dol.gov/compliance.
