FRANKFURT — Saab’s prospects for survival hung in the balance Friday as its owner, General Motors, weighed new offers for its Swedish unit, including one backed by billionaire Formula One racing chief Bernie Ecclestone. A third bid may come from a group of Swedish investors including the former chief executive of the German truck maker MAN, Hakan Samuelsson, Bloomberg News reported, citing Swedish press reports.

Pelosi, Obama Officials to Tour Detroit Auto Show

House Speaker Nancy Pelosi, D-Calif., House Majority Leader Steny Hoyer, D-Md., Transportation Secretary Ray LaHood and others will meet with company executives, state and local leaders and tour vehicle displays Monday at the North American International Auto Show in Detroit, one of the auto industry's annual showcases. Pelosi said they would visit Detroit "to see firsthand the innovative technologies the industry is investing in to create the jobs of the future and to ensure our national competitiveness." LaHood and Labor Secretary Hilda Solis will represent the administration, which will include officials with the Transportation Department and the U.S. Environmental Protection Agency.

Electrics, Hybrids to Star at Car Show

Some Say Emphasis on Pricier 'Green' Models Is Out of Synch With Consumers
DETROIT -- Electric vehicles, hybrids and small cars are slated to take center stage at the big Detroit auto show that opens Monday as car makers try to forget the bleak year gone by and look to the future. Fiat SpA, Volkswagen AG's Audi, BMW AG and Chinese auto maker BYD Auto Co. all plan to show new electric vehicles in various stages of development. Nissan Motor Co. will display its small Leaf electric car that is slated for production later this year. Toyota Motor Corp., Honda Motor Co. and Volkswagen will show new gas-electric hybrids, while General Motors Co. and Ford Motor Co. plan to promote new gasoline-powered subcompacts and compacts. The space at the show that historically was used by GM's discarded brands Hummer, Saturn, Pontiac and Saab will hold "Electric Avenue," a showcase for electric vehicles. It is far from clear that the gas-efficient or gas-free cars the auto makers are promoting will lure consumers away from their large rides.

Study Raises Cost Estimate for Electric Cars

DETROIT — The study, conducted by the Boston Consulting Group, said battery costs were not expected to fall as much as automakers have projected, making electric vehicles too expensive for most consumers even 10 years from now. The firm predicted that electric cars would account for just 6 percent of the global market in 2020, or about three million of an estimated 54.5 million vehicles sold over all.  The findings contrast with the publicity that G.M., Ford Motor, Nissan and other manufacturers have been building for coming battery-powered models.

Small Business Lending Begins to Rebound

NEW YORK -- Small businesses are still struggling to find financing, but for those seeking government-backed loans, the worst may be over. The Small Business Administration's flagship lending program backed 37% more loans in its latest quarter than it did a year ago, at the height of the financial crisis. In the three months ended Dec. 31, the SBA's 7(a) lending program processed 12,393 loans totaling $3.8 billion, according to preliminary data released Monday by the agency. That's a sharp increase from the 9,070 loans, totaling $1.9 billion, processed in the year-earlier quarter.

Editor's note: NADA is encouraged by these statistics and by the increased willingness of lenders to loan to small businesses. SBA guaranteed loans are designed for borrowers interested in working capital, real estate and capital improvements, and even inventory floorplan. Unfortunately, SBA's program for floorplan lending has to date resulted in relatively few loans since its rollout in July of 2009. NADA is working with SBA and with potential floorplan lenders on modifications aimed at making the floorplan program more accessible and thus more successful.

Opinion: Ford Steals Show at Vegas Electronics Summit

At a time when the most tired of tired Detroit mantras -- "they don't build what anyone wants to buy" -- is akin to holy writ, when magazine covers herald the "Extinction of the car giants," when books are titled "The End of Detroit," Ford Motor Co. is proving once again just how wrong conventional wisdom can be. For the hottest thing at this week's Consumer Electronics Show is the Blue Oval's "MyFord Touch" and its latest version of Sync. Barring some kind of software meltdown, Sync and MyFord Touch could be the killer app underscoring evidence that Ford's turnaround is real.

EPA Hazardous Air Pollution Rule Requires Existing Body Shops to File 'Initial Notification Form' by Jan. 11

The EPA rule governing hazardous air pollutants (HAPs) requires existing body shops to file an Initial Notification Form by Jan. 11. Full compliance, due by Jan. 11, 2011, requires that dealership body shops:

  • Paint only inside filtered, ventilated paint booths or prep stations.
  • Use high transfer efficiency application equipment.
  • Clean guns with non-hazardous solvents, in gun-enclosed washers, or using a method that does not involve atomized spraying to the open air.
  • Have painters trained and certified every five years.
  • Keep basic records demonstrating compliance.

The rule also:

  • Allows a shop to petition for an exemption if it does not spray coatings with any of the above-listed HAPs of concern.
  • Excludes the spraying of coatings from hand-held guns with paint cups of 3.0 fluid ounces or less.

Also, paint stripping involving methylene chloride (MeCl) is significantly regulated for shops using more than one ton of MeCl per year. When possible, body shops should avoid the use of strippers containing MeCl.
