WASHINGTON -- The Treasury and Energy Departments are in talks to finalize long-delayed retooling loans for General Motors Co. and Chrysler Group LLC. Matt Rogers, a senior Energy Department adviser, said the government is close to making "announcements" on loans. (Read more)
