Editor's Note: With the president looking for a victory on one of his initiatives in Congress prior to November's election, there is a great deal of pressure on the House to pass the Senate version quickly. It does include a NADA-supported increase in the amount that the Small Business Administration’s (SBA) Dealer Floor Plan Financing program can guarantee. This permits the SBA to guarantee bank and finance company loans up to $5 million, which should help expand dealer access to floorplan lines of credit.
