Editor's Note: NADA opposes provisions in the House bill (H.R. 5381) which impose a tax on new car sales and provisions in the Senate bill (S. 3302), which mandate that dealers certify in writing to prospective customers if a used vehicle is subject to a recall and whether the work has been performed.  NADA believes this new tax should be dropped and recall campaigns should be enhanced with a solution that applies to all current owners, not just prospective purchasers of vehicles sold by dealers.
