Created with a flaw in the formula, the SGR (sustainable growth rate) is a method created as part of the Balanced Budget Act of 1997 to control the rate of physician's pay in Medicare. Each year, CMS reviews utilization data and calculates the rate Medicare will pay providers for their services. Due to the flaw in the formula, Congress has had to do a “doc fix” nearly every year or face a cut.. Read more
