Broker Bill To Be Marked Up On Tuesday
NAHU members have been working for months on securing an Energy and Commerce Committee mark-up of what’s known in DC health policy circles as the broker bill, and in NAHU circles H.R. 1206. Finally Some Guidance on Employer Issues
After promising new guidance for almost a month, the IRS finally released two notices last week to provide employers with much-needed guidance on how to count employees for the purposes of PPACA’s employer mandate and 90-day waiting period requirements. Notice 2012-58 covers the definition of a full-time employee for purposes of the assessment of employer penalties relative to the employer mandate requirements and Notice 2012-59, which was issued jointly with the Department of Health and Human Services (HHS) and the Department of Labor, covers the law’s 90-day limitation on waiting periods. The notices state that employers can rely on the guidance in the documents at least through the end of 2014, which means don't hold your breath waiting for formal regulations on this topic. Read More

Everyone involved in the healthcare delivery system knows that there is waste involved and that the waste is driving health care costs. CMS Holding Regional Stakeholder Teleconferences on Health Insurance Options
The Centers for Medicare & Medicaid Services (CMS) will be hosting a series of teleconference this week and stakeholders, including health insurance agents and brokers, are encouraged to call in and participate. CMS plans to present the latest information regarding implementation of health insurance exchanges (which, FYI, will now be referred to as the focus-group preferred the term Marketplaces). They also hope to discuss strategies to educate the uninsured, under-insured, and small businesses about expanded insurance coverage options... Read More

Congress will return to Washington this week after adjourning on August 2 for a six-week recess that included the Republican and Democratic conventions. They are currently scheduled to be in session for eight days—through September 21—and then House members will be back on the campaign trail. Prior to the start of the August recess, Senate Majority Leader Harry Reid (D-NV) and Speaker of the House John Boehner (R-OH) said they had reached an agreement on a six-month continuing resolution that will fund the government for the first half of fiscal year 2013 at levels set under the Budget Control Act (BCA)... Read More
