Feds Release Enrollment Statistics, No Payment Details Yet
On Thursday, May 1, the Center for Medicaid and Medicare Services (CMS) released the most comprehensive analysis to-date of health coverage enrollments made through the new health insurance marketplaces between October 1, 2013, and March 31, 2014. The data also includes enrollments made via special election periods through April 19, 2014... Read More
Second Time’s The Charm
A few weeks ago, the House of Representatives intended to pass a bill on the suspension calendar that would have eased the PPACA requirements on expatriate health plans, but the bill lost support at the last minute and never made it through. Earlier this week however, an amended version of the expatriate bill, H.R. 4414, introduced by Representatives John Carney (D-DE) and Devin Nunes (R-CA) was brought to the floor of the House and passed by a vote of 268-150. Sixty Democrats and most Republicans voted in favor of the bill. Seventeen Republicans opposed the legislation. NAHU was one of many business and insurance-related groups to issue a letter of support for the amended legislation... Read More
Let The Confirmation Hearings Commence
Mark your calendars! Sylvia Burwell, next in line to head the Department of Health and Human Services (HHS), has her first confirmation hearing scheduled for next Thursday, May 8, at 10 a.m. before the Senate Health, Education, Labor and Pensions (HELP) Committee. Burwell will also have to go before the Senate Finance Committee, but that hearing date has not yet been scheduled. Senator Ron Wyden (D-OR), head of the Senate Finance Committee, met with Burwell, who currently heads the Office of Management and Budget (OMB), earlier this week. All of the confirmation paperwork has been submitted and is currently under review by each committee, so Senator Wyden announced that he expects the Finance Committee will schedule their hearing promptly. Given that he sets the committee’s schedule, we’re not really sure what the holdup is, but rumor has it the Finance hearing will be on May 12 or maybe the following Tuesday, May 20... Read More
Warner Drops Employer Relief Bill
Back in March the Administration released the long awaited final rules on what health plan information employers and insurers will be required to report to the federal government annually for enforcement of both the health reform law's individual and employer mandates. As many of you are aware, NAHU and our coalition partners were largely disappointed with the final rule. While the Treasury Department did provide for combined reporting for those companies subject to both rules, in our view, the new regulations are confusing and extremely complicated for businesses of all sizes... Read More
Do Your Clients Have Their Self-Funded Plan ID Numbers Yet?
Did you know that as of November 7, 2016, health plans and all other entities that engage in HIPAA electronic “standard transactions” must have and use a unique standard identifier? And when we say health plans, we also mean third party administrators and self-funded group health plans. Larger plans need to obtain this number from CMS by November 5, 2014. However, smaller plans, which are defined as those with claims paid of $5 million or less, will have a one-year delay to November 5, 2015. There is no charge to obtain this identifier, but you need to access the CMS Enterprise Portal to get it... Read More
