Federal Reserve Announces Plans for Transitioning to Electronic Filing of FR 2835 and FR 2835a Reports

The Federal Reserve has announced plans for transitioning FR 2835 and FR 2835a reports from paper filing to electronic submission with the new Reporting Central application.  FR 2835 and FR 2835a electronic submissions will be available through the Reporting Central application beginning with the February 2013 as-of date.    

According to the Federal Reserve, the Reporting Central application provides a more secure, technically advanced and efficient system that encompasses a single point of entry for electronic submission via direct data entry and file uploads.  Financial institutions will be able to log on to Reporting Central via FedLine Web® access where there will be access to electronic reporting applications, report forms and instructions.   Read more

CFPB Provides Initial List of Countries Excepted from Regulation E Remittance Transfer Rules

The Consumer Financial Protection Bureau (CFPB) has provided an initial list of five countries where an exception in the Regulation E Remittance Transfer rules will apply.  The remittance rule, released February 7, 2012, provides that the CFPB will publish a safe harbor list of countries that qualify for an exception in the rule, permitting estimated disclosure of certain figures in lieu of disclosure of exact amounts where the laws of the recipient country do not permit determination of the exact amounts.

The CFPB indicated that the list may change and it intends to revise the list as needed.  The CFPB noted that interested parties will be able to sign up for an alert which will be sent any time the list changes.   Read more

OCC Issues Guidance for BSA/AML Exam Findings

The Agency has issued Bulletin 2012-30 which summarizes refinements made to its guidance on how examiners consider BSA/AML examination findings in the FFIEC Uniform Rating Systems and the OCC’s Risk Assessment System (RAS) for national banks and federal savings associations.  The guidance also affects ROCA ratings and RAS for federal branches and agencies of foreign banking institutions.
