GOP Releases Committee Rosters for 115th Congress
Senate Majority Leader Mitch McConnell (R-Ken.) has announced the Republican committee rosters for the 115th Congress.
Sen. Mike Crapo (R-Idaho) will lead the Banking, Housing and Urban Affairs Committee, which will also include GOP Sens. Richard Shelby (Ala.), Bob Corker (Tenn.), Pat Toomey (Pa.), Dean Heller (Nev.), Tim Scott (S.C.), Tom Cotton (Ark.), Mike Rounds (S.D.), David Perdue (Ga.), Thom Tillis (N.C.), Ben Sasse (Neb.), and John Kennedy (La.). Regulators Streamline Call Report for Small Banks
The federal regulatory agencies have finalized a new, streamlined Call Report with simplified instructions for banks with less than $1 billion in assets and no foreign offices. The new Call Report reduces the total number of pages from 85 to 61 as a result of removing approximately 40 percent of the required data items. The new Call Report takes effect with the March 31, 2017 filing date.

OCC Finalizes Rule Banning Industrial, Commercial Metal Dealing
The OCC last week finalized a rule prohibiting national banks from dealing or investing in industrial and commercial metals. The rule was issued following the federal regulatory agencies’ review of bank activities, as required by Dodd Frank Act Section 620.  Under the final rule, banks will no longer be permitted to deal or invest in metals and alloys in forms primarily suited for industrial or commercial purposes, such as copper cathodes, aluminum T-bars and gold jewelry.

Agencies Release Annual CRA Asset-Size Threshold Adjustments for Small and Intermediate Small Institutions
The asset-size thresholds used to define “small” and “intermediate small” institutions under the Community Reinvestment Act regulations have increased slightly as of Jan. 1. Based on a 0.84 percent increase in the Consumer Price Index, a “small” institution will be one that had assets of less than $1.226 billion as of Dec. 31 of either of the previous two calendar years.
 

OCC Revises Comptroller’s Handbook
The OCC has revised the “Internal and External Audits” booklet of its Comptroller’s Handbook, which provides guidance to examiners assessing audit exposures, associated risk and risk management practice. The booklet supersedes the previous version, and also replaces two sections of the Office of Thrift Supervision Examination Handbook on external and internal audit.

Fed Survey: Noncash Payments Total $178 Trillion
More than 144 billion noncash payments -- those made with debit or credit cards, ACH and checks -- were made in the U.S. between 2012 and 2015, totaling nearly $178 trillion, the Federal Reserve reported in its triennial payments study.

Glen Rock Savings Bank Promotes Senior Executive Ferdinand R. (Fred) Viaud to President and CEO
Viaud had held the positions of Chief Operating Officer and Chief Financial Officer at the bank for over two decades. He will replace Henry P. Ingrassia, who has retired after a highly successful tenure as President, and who served a total of 25 years with Glen Rock Savings Bank. In November, Ingrassia received a proclamation from NJBankers commemorating his outstanding stewardship and service to the banking industry.

NJBankers Chairwoman, Angela Snyder, Chairwoman and CEO of Fulton Bank of New Jersey was recently featured in NJBIZ, the statewide business publication,  in an article about the banking industry in New Jersey. Snyder also discusses her passion for mentoring emerging leaders in our industry. The interview was a result of an NJBankers – NJBIZ Editorial Board meeting.

NJBankers to Host Program on Fiduciary Rule

NJBankers will be hosting a 90‐minute program on the Department of Labor’s final regulation redefining “fiduciary” under ERISA, which is scheduled to go into effect April 2017. This new rule impacts financial institutions and insurance carriers which manufacture and distribute financial products to the IRA and employee benefits plan marketplace. The presentation will cover: key potential pitfalls to compliance with the Best Interest Contract Exemption (BICE) requirements; how to best predict what compensation will be found “reasonable” under the new Rules; tips in evaluating the risks associated with compensation structuring issues; and an update on the pending Administrative Procedures Act litigation against the DOL. The program is being presented by Jim DelBello and Allison Sizemore of the law firm Reed Smith. There is no cost to attend.
