    Agencies Extend Comment Period for Rulemaking on Enhanced Cyber Risk Management Standards
    Federal Reserve Board, the OCC and the FDIC have extended, until February 17, 2017, the comment period for the advance notice of proposed rulemaking on enhanced cyber risk management standards for large and interconnected entities under their supervision and those entities' service providers.

    DOL Publishes Second Round of Fiduciary Rule FAQs
    The Labor Department has released a second set of frequently asked questions on its final rule redefining who counts as a fiduciary under the Employee Retirement Income Security Act and Internal Revenue Code.

    Federal Reserve Bank of New York Business Leaders Survey
    Activity in the region’s service sector grew for the first time in several months, according to firms responding to the Federal Reserve Bank of New York’s January 2017 Business Leaders Survey. The survey’s headline business activity index climbed eight points to 7.4. The business climate index held steady at -3.0, signaling that respondents generally continued to view the business climate as somewhat worse than normal.


    FinCEN Announces Notice and Request for BSA Advisory Group  Nominations
    FinCEN is inviting nominations for membership on the Bank Secrecy Act Advisory Group. New members will be selected for three-year membership terms.

    Hensarling Announces House Subcommittee Chairmen
    House Financial Services Committee Chairman Jeb Hensarling (R-Texas) has  announced subcommittee chairmen for the 115th Congress.

    OCC Revises Handbook on Changes of Corporate Title and Address
    The OCC has issued a revised version of the Comptroller’s Licensing Manual handbook on changes of corporate title and address.

    OCC’s New System for Licensing and Public Welfare Investment Filings
    As of January 17, 2017, the Office of the Comptroller of the Currency (OCC) rolled out the new web-based Central Application Tracking System (CATS). CATS enables authorized national banks, federal savings associations (FSA) and federal branches and agencies (collectively, banks) to draft, submit, and track their licensing and public welfare investment applications and notices.

    CFPB Releases Debt Collection Survey
    The Consumer Financial Protection Bureau has released a report on consumer experiences with debt collection, relying upon surveys of consumers regarding their experiences with both first-party and third-party debt collectors.

    CBA Welcomes New Officers
    The Community Bankers Association of New Jersey is an organization comprised of New Jersey Bank presidents and CEOs that meets monthly to discuss pertinent issues in the banking industry. The meetings are generally set up as a roundtable discussion and guest speakers are invited to some meetings to address the group.
    The CBA Officers are:
    Peter A. Michelotti, Community Bank of Bergen Co., President
    John S. Fitzgerald, Magyar Bank, Vice President
    Thomas Lupo, Regal Bank, Treasurer
    Detlef “D” Felschow, Roselle Savings Bank, Secretary

    Lakeland Bancorp in Oak Ridge, N.J., has Named a new Chief Financial Officer and Chief Operating Officer as two other Executives Plan to Retire.
    The $5 billion-asset Lakeland will promote Thomas Splaine, chief accounting officer, to CFO after it files its annual report in March, according to an article in American Banker. Splaine will succeed Joseph Hurley, who plans to retire in July. Hurley has been CFO since 1999. Lakeland has also promoted Ronald Schwarz, chief revenue officer, to the chief operating officer position. Schwarz succeeded Robert Vandenbergh, who will remain senior executive vice president and regional president of Lakeland Bank. Additionally, Stewart McClure retired on Dec. 31 as senior executive vice president and regional president. McClure joined Lakeland in 2013 when the company acquired Somerset Hills Bancorp, where McClure was CEO.

    Valley National Bank Announces Executive Promotions
    Valley National Bank announced the promotions of Ira Robbins to President of Valley National Bank; Rudy Schupp as President of Valley National Bancorp and Chief Banking Officer of Valley National Bank and Dianne M. Grenz to Senior Executive Vice President, Chief Consumer Banking Officer. Grenz has also joined NJBankers Board of Directors.

    Federal Reserve Appoints First Bank CEO To Exclusive Advisory Committee
    First Bank announced the appointment of Patrick L. Ryan, president and CEO, to the Federal Reserve Bank of Philadelphia’s Community Depository Institutions Advisory Council (CDIAC). The 12-member CDIAC comprises representatives from commercial banks, thrift institutions and credit unions. The council convenes twice a year with officials from the Federal Reserve Bank of Philadelphia to share insights about economic and business trends facing community depository institutions in their local markets.

    Lakeland Bancorp Chairman Mary Ann Deacon Named to NACD Directorship 100
    Mary Ann Deacon, Chairman of Lakeland Bancorp was named to the 2016 National Association of Corporate Directors (NACD) Directorship 100—a list of the most influential leaders in boardrooms and in corporate governance. The NACD Directorship 100 is an annual list comprised of the leading corporate directors, corporate-governance experts, policymakers, and influencers who significantly impact boardroom practices and performance.

    NVE Bank Earns 5-Star Rating
    BauerFinancial Inc., the nation’s largest bank rating firm, has announced that NVE Bank has earned its coveted 5-Star Superior rating for the 15th consecutive quarter.
