Marijuana is quickly going mainstream in New Jersey. Newly elected Gov. Phil Murphy's support of legalizing marijuana has prompted the private sector – business consultants, lawyers, developers, investors and banks – to figure out the ground rules of a potential multimillion dollar industry.

Affuso Quoted "Pros, cons of state bank addressed at hearing"
The state’s bankers are concerned with Gov. Phil Murphy’s state bank idea, saying it is an unnecessary move that could disrupt the local network of banks. The idea was discussed at the Assembly Financial Institutions and Insurance Committee hearing — the first such legislative discussion of what was one of Murphy’s campaign issues.

CFPB Finalizes Changes to Prepaid Rule
The Consumer Financial Protection Bureau has finalized changes to its rule on prepaid products, including an overall delay of the rule’s effective date until April 1, 2019.

FDIC, Fed to Host Community Bank Webinar on CECL Implementation
The FDIC and the Federal Reserve -- in conjunction with the Financial Accounting Standards Board, the Securities and Exchange Commission and the Conference of State Bank Supervisors -- will hold a free webinar on Feb. 27 examining how smaller, less-complex community banks can implement FASB's new Current Expected Credit Loss model for loan loss accounting. The webinar will address loan loss rate methods that community banks can use, as well as related data considerations and controls. Participants are urged to invite representatives from both their internal audit units as well as their external auditors.

Secret Service Issues Warning about ATM ‘Jackpot’ Attacks
The U.S. Secret Service has issued an alert warning ATM owners and operators of cash-out criminals conducting “jackpotting” attacks on standalone front-loading ATMs located in drive-throughs and retail outlets in multiple locations across the United States. Jackpot attacks, also known as “logical attacks,” combine physical intrusion and malware to command ATMs to empty themselves out in a matter of seconds.

The Secretary of State is not emailing you
The latest fraud twist is an email from, supposedly, the U.S. Secretary of State. In the email, someone pretending to be Secretary Tillerson says you’re owed a payment, which he knows about because of investigations by the FBI and CIA.

Dennis Kane of Amboy Bank to Retire
The NJ Bank Marketing Association Board surprised its Chairman, Dennis Kane, Senior Vice President/Chief Marketing Officer, Amboy Bank, with cake and accolades at their recent planning meeting to wish him well upon his upcoming retirement. Dennis has been Chairman of the NJ BMA for 35 years. 

Dennis was presented with a commemoratory plaque by the BMA Board in appreciation of his guidance through the years, and with a Resolution from NJBankers noting his career highlights and support of NJBankers and the Garden State banking industry.  Dennis was also Chairman of the NJBankers PR & Marketing Committee for years.

We wish Dennis well in his retirement!

Manasquan Bank to be Honored at Fulfill Humanitarian Gala
Fulfill, (formerly “The FoodBank of Monmouth & Ocean Counties”) is a local FoodBank that provides hope to more than 130,000 people in Monmouth and Ocean Counties. In 2017 Fulfill distributed over 13 million meals to individuals and families who needed help, through their network of more than 300 feeding partners. Fulfill’s mission is to alleviate hunger and build food security to make sure that all people at all times have access to enough nutritious food to maintain an active and healthy life.

N.J. bank experiences strong philanthropic donations
Rutherford-based Boiling Springs Savings Bank announced fourth-quarter results for its Community Alliance Program have totaled $128,722 — the program’s highest annual donation to date.

OceanFirst Financial Corp. Acquires Sun Bancorp, Inc.
OceanFirst Financial Corp. (OceanFirst) announced the closing of its acquisition of Sun Bancorp, Inc. (Sun). OceanFirst is the holding company for OceanFirst Bank, and Sun Bancorp was the holding company for Sun National Bank. In addition, OceanFirst has become a bank holding company as a result of the conversion of OceanFirst Bank’s charter from a federal savings bank to a national commercial bank named OceanFirst Bank N.A.

Berkshire Hills Reports Operating Results; Dividend Increased; Annual Meeting Announced
Berkshire Hills Bancorp, Inc. (NYSE: BHLB) reported that fourth quarter pre-tax income grew by 82% to $19.5 million in 2017 compared to $10.7 million in the prior year. This improvement was due to business development and the benefit of mergers, including Worcester-based Commerce Bancshares Corp. which was acquired on October 13, 2017. Net income after-tax was impacted by an $18 million non-core charge to income tax expense resulting from federal tax reform enacted near year-end. This reform is expected to benefit future earnings due to a lower statutory federal tax rate beginning in 2018. Net income after-tax totaled $55 million in 2017 compared to $59 million in 2016.

Columbia Bank Announces the Appointment of Fred Nitting to Senior Vice President, Chief Accounting Officer
Thomas J. Kemly, President and CEO of Columbia Bank,  announced that Fred Nitting has been appointed Senior Vice President, Chief Accounting Officer.  In his new position, Nitting will manage Columbia’s Accounting Department and will assume the new role of Investor Relations Manager once the bank completes the Initial Public Offering (IPO) later this year.

Wells Fargo survey: Small business optimism hits 11-year high
Small business owners entered the new year feeling the most optimistic since early 2007, according to findings from the latest Wells Fargo/Gallup Small Business Index conducted January 3–9. In the latest quarterly survey of small business optimism, the overall Index score came in at 107, up from 103 in November 2017, and the highest score since early 2007. A jump in the “future expectations” score – which measures how business owners expect their businesses to perform over the next 12 months – largely drove the improvement in optimism. In January, the score improved five points to 65, the highest reading since December 2006, the last time the “future expectations” score finished at 65.

Somerset Savings Bank Announces Bonus to Employees
Somerset Savings Bank announced today that, following the enactment of the new federal tax reform legislation, it will distribute a special cash bonus to its employees.  Every employee, excluding senior management, will receive a one-time $750 bonus.
