Fed, OCC Approval Finalizes Rule Raising CRE Appraisal Threshold
The Federal Reserve and the OCC have approved a final rule raising the required appraisal thresholds for commercial real estate transactions from $250,000 to $500,000 -- an increase from the original proposal, which called for the appraisal threshold to be raised to $400,000. The FDIC board approved the final rule last month, and it will take effect upon publication in the Federal Register.

John Williams Named to Lead New York Fed
The Federal Reserve Bank of New York has named John Williams as the bank’s next president and CEO, succeeding William Dudley, who is retiring this year. Unlike other reserve bank presidents, the New York Fed president holds a permanent seat on the Federal Open Market Committee and is historically one of the most significant roles in the Federal Reserve System.

Federal Reserve to study payments fraud and security vulnerabilities
The Federal Reserve announced that work will begin this month on a new study that will measure fraud and associated costs in the U.S. payments system and identify the causes and contributing factors to fraud. The study is part of the Federal Reserve's ongoing effort to improve and support payment security throughout the industry.


FinCEN Publishes FAQs on Beneficial Ownership Rule
The Financial Crimes Enforcement Network has published a long-expected set of frequently asked questions on expanded customer due diligence requirements under the Bank Secrecy Act, including a new requirement for banks to identify and verify legal entities’ “beneficial owners” when accounts are opened. The customer due diligence rule’s mandatory compliance date is May 11.


New Jersey Department of Banking and Insurance Launches April Activities in New Jersey as Part of National Financial Capability Month
Department of Banking and Insurance Acting Commissioner Marlene Caride has launched efforts to empower New Jerseyans of all ages through financial education as part of National Financial Capability Month. Throughout April, the Department will talk to adults, high school and college students about the importance of learning how to make wise financial decisions.

Agencies Finalize Technical Call Report Revisions
The federal banking agencies have finalized additional technical revisions to the Call Report, which will take effect June 30, 2018. The revisions -- which are part of the agencies’ ongoing effort to reduce Call Report burden on banks -- will remove or consolidate several data items and add or raise certain existing reporting thresholds in three versions of the report.

FFIEC Publishes Downloadable HMDA LAR Files
The Federal Financial Institutions Examination Council has published modified Loan Application Registers for all institutions that have completed a 2017 Home Mortgage Disclosure Act data submission. Banks can search for their modified LAR file using FFIEC’s online tool.

Investors, Peapack bullish on equipment financing
New Jersey's nearly 10,000 manufacturers may get some relief when buying or leasing the equipment needed to run their businesses. Kearny Financial completes acquisition of Clifton Savings
Fairfield-based Kearny Financial Corp., parent of Kearny Bank, has completed the acquisition of Clifton Bancorp and its Clifton Savings Bank subsidiary.

TD Bank Names John J. Lim Business Development Officer in Asset Based Lending for Upper Mid-Atlantic Region
TD Bank has named John J. Lim as Senior Vice President, Business Development Officer in Asset Based Lending. Based in New York City, he is responsible for delivering ABL financing solutions to new and existing middle market and mid corporate clients in New York, New Jersey and Pennsylvania.

Timothy E. Doyle is promoted to Executive Vice President, Chief Risk Officer at Peapack-Gladstone Bank
Peapack-Gladstone Bank announced the elevation by the Board of Directors of Timothy E. Doyle to Executive Vice President, Chief Risk Officer at Peapack-Gladstone Bank.  In his current role, Doyle is responsible for Enterprise Risk Management and Compliance.  Duties include assessment of operational and vendor risk, stress testing, policy and regulatory compliance, and mitigation of risk across the enterprise.

Peapack-Gladstone hires new senior management director
Peapack-Gladstone Financial Corporation, parent of Peapack-Gladstone Bank, has hired Ron Andersen as senior managing director of its Commercial Private Banking unit, a new position. Andersen will be responsible for building the Bank’s wealth, lending and deposit business while servicing commercial businesses in the Northern New Jersey area.

Wawel Bank to merge with Spencer Savings
Elmwood Park-based Spencer Savings Bank and Wawel Financial Services MHC, the management company of Wawel Bank, have agreed to merge. At a shareholders meeting, both banks agreed that Wawel MHC will dissolve and Wawel Bank’s two branches in Wallington and Garfield will become part of Spencer Savings Bank. Spencer already has 21 branches throughout the state. The merger should be completed by the end of this month.

Wells Fargo names new head of small business acquisition in Northeast
Wells Fargo has promoted Ed Ross to small business acquisition manager in the Northeast region, a new position that covers New Jersey, Pennsylvania, New York, Connecticut and Delaware. In his new role, Ross will oversee a newly formed team of business development officers that will be responsible for serving small business customers with $2 million to $5 million in annual revenue, as well as establishing new relationships in the region.
