Agencies Propose Phase-in for Regulatory Capital Effects of CECL
A new joint proposal from the Federal Reserve, FDIC and the OCC will give banks the option to phase in the regulatory capital effects of the Current Expected Credit Loss standard, the Federal Reserve announced on Friday. The agencies will accept comments on the proposal for 60 days after publication in the Federal Register.

Federal Reserve Bank of New York's Business Leaders Survey
Activity in the region’s service sector grew to a small degree, according to firms responding to the Federal Reserve Bank of New York’s April 2018 Business Leaders Survey. The survey’s headline business activity index fell seven points to 4.1, pointing to a slower pace of growth than in March. The business climate index moved down four points to 3.5, signaling that firms, on balance, regarded the business climate as somewhat better than normal.

Agencies Issue Warning about Russian Cyberattacks
In a joint technical alert, the Department of Homeland Security, Federal Bureau of Investigation and the United Kingdom’s National Cyber Security Centre warned of malicious Russian cyber activity targeting government and private-sector entities, critical infrastructure owners and operators and the internet service providers supporting these sectors.

Federal Reserve Bank of New York Empire State Manufacturing Survey
Business activity grew at a solid clip in New York State, according to firms responding to the April 2018 Empire State Manufacturing Survey. The headline general business conditions index, at 15.8, remained firmly in positive territory, although its seven-point decline from its March level pointed to a somewhat slower pace of growth.

FDIC Hosts Use of Technology in the Business of Banking Forum in Arlington, Virginia
The Federal Deposit Insurance Corporation will host a forum on the Use of Technology in the Business of Banking on Monday, May 7, 2018. Panels will focus on emerging technologies that are transforming banking operations; the impact of emerging technologies on retail banking, including new and innovative delivery channels, enhanced customer experiences, and economic inclusion; and consumer financial data access—balancing rights and security.
