ABA Welcomes NJBankers
Today, ABA is welcoming the delegation of bankers from New Jersey to the nation's capital for visits with lawmakers and regulators. ABA's Washington Visit program brings 1,400 bankers to D.C. for advocacy each year. Our delegation will be sharing member experiences and concerns in the meetings.

CFPB Clarifies HMDA Partial Exemptions under S. 2155
The Consumer Financial Protection Bureau on Friday issued an interpretive rule clarifying several changes to Home Mortgage Disclosure Act regulations made under S. 2155, the bipartisan regulatory reform law. The rule is intended to address concerns raised by banks about S. 2155’s partial exemptions for certain financial institutions from reporting an expanded set of HMDA data points.

Fed issues interim final rule regarding a Board's small bank holding company policy statement
The Federal Reserve Board has issued an interim final rule expanding the applicability of the Board's small bank holding company policy statement, as required by the Economic Growth, Regulatory Relief, and Consumer Protection Act of 2018.


Senate Confirms Clarida for Fed Vice Chair
The Senate voted 69-26 to confirm economist and monetary policy specialist Richard Clarida to serve as Federal Reserve Vice Chairman. Clarida is currently a global strategic advisor at Pimco, an American investment firm, and previously served as Assistant Treasury Secretary for economic policy under the George W. Bush administration.

Agencies Extend Comment Period for Proposed Rule Simplifying and Tailoring the "Volcker Rule"
Five federal financial regulatory agencies have extended, until October 17, 2018, the comment period for a proposed rule to simplify and tailor compliance requirements for the "Volcker Rule." The Volcker Rule generally restricts banking entities from engaging in proprietary trading and from owning or controlling hedge funds or private equity funds.

OCC Seeks Comments on Modernizing Community Reinvestment Act Regulations
The Office of the Comptroller of the Currency has released an Advance Notice of Proposed Rulemaking (ANPR) seeking comment on the best ways to modernize the regulatory framework implementing the Community Reinvestment Act.

OCC Seeks Members for Its Mutual Savings Association Advisory Committee
The OCC is seeking nominations for members of its Mutual Savings Association Advisory Committee (MSAAC). The MSAAC will provide the OCC with advice and recommendations regarding the current and future circumstances and needs of mutual savings associations.

Lakeland Bancorp, Inc. To Acquire Highlands Bancorp, Inc.
Lakeland Bank and Highlands State Bank announced that the companies have entered into a definitive Agreement and Plan of Merger, pursuant to which Highlands Bancorp will be merged with and into Lakeland Bancorp, with Lakeland Bancorp as the surviving bank holding company, and Highlands State Bank will merge with and into Lakeland Bank, with Lakeland Bank as the surviving bank. 

Peapack-Gladstone Bank Announces Promotions
Peapack-Gladstone Bank announced the promotions of Margaret O. Volk to Senior Vice President, Residential Lending Manager and Kenneth R. Geiger to Senior Vice President, Special Assets at Peapack-Gladstone Bank.

Northfield Bank announces David V. Fasanella to join as EVP and Deputy Chief Lending Officer
Northfield Bank announced that in connection with Northfield’s executive management succession plan, David V. Fasanella has joined the Bank as Deputy Chief Lending Officer.
