FDIC Final Rule Sets Community Bank Leverage Ratio at 9%
The FDIC has approved a final rule allowing community banks with a leverage capital ratio of at least 9% to be considered in compliance with Basel III capital requirements and exempt from the Basel calculation. The final rule implements a section of the S. 2155 regulatory reform law that directed the agencies to set a community bank leverage ratio between 8% and 10%.

FDIC Releases Results of Summary of Deposits Annual Survey
The Federal Deposit Insurance Corporation (FDIC) has released results of its annual survey of branch office deposits for all FDIC-insured institutions as of June 30, 2019. The FDIC's Summary of Deposits (SOD) provides deposit totals for each of the more than 86,000 domestic offices operated by more than 5,300 FDIC-insured commercial and savings banks, savings associations, and U.S. branches of foreign banks.

Appraisal Management Company Registration Requirements
The Office of the Comptroller of the Currency (OCC) has issued Bulletin 2019-43 to remind banks of the new registration requirement for appraisal management companies (AMC) that became effective on August 10, 2019. Under this requirement, AMCs must register with the state or states in which they do business and must be subject to state supervision.

FHFA Revises Multifamily Loan Purchase Caps for Fannie Mae and Freddie Mac
The Federal Housing Finance Agency has announced that it will raise Fannie Mae and Freddie Mac’s caps for multifamily lending to $100 billion for each GSE.

Federal Reserve Beige Book: Economic Activity Continues at Modest Pace
Economic growth continued at a modest pace, according to the Federal Reserve’s sixth Beige Book release of 2019. Businesses remained largely optimistic about the near-term outlook, despite persistent concerns about tariffs and U.S. trade policy, the Fed noted.

The Statewide Hispanic Chamber of Commerce of NJ (SHCCNJ) received a $100,000 grant from the Wells Fargo Foundation for its new Latina Entrepreneurship Training Series (LETS) program.

Columbia Bank Announces The Appointment of Maria A. Diaz to Business Development Representative
Columbia Bank announced that Maria A. Diaz has been appointed as a Business Development Representative. In her new role, Ms. Diaz will be responsible for managing and developing client relationships throughout the bank’s Central New Jersey Region. She will work out of the bank’s Newark office.

Fulton Financial Corporation promotes loan review director

John J. Sawn, of Marlton, New Jersey, has been promoted to loan review director for Fulton Financial Corporation. In this position, he will be responsible for overseeing the Loan Review Department’s daily operations.
