PEC Mourns the Loss of Chair Elect Leonard (Bud) M. Darby III, P.E.

It is with true sadness that PEC reports that Leonard M. Darby III, P.E., known to us as Bud, passed away late Friday, August 17. Bud worked for NICET for almost 6 years after a long career with the U.S. Department of Transportation. Bud attended Clarkson University in NY for his BS in Civil Engineering and Arizona State University for his MS in Engineering. During his tenure at NICET, Bud was responsible for maintaining and updating NICET testing programs in the transportation area. His years at USDOT gave him many connections within the industry and through his professional networking skills, he opened doors for NICET and PEC, increasing its recognition and enhancing its marketing with industry stakeholders and rule makers. During the past several years, Bud was an active member of NSPE-PEC where he was currently the PEC Chair-Elect for 07-08 following other board-level positions showing the level of his contributions to both organizations. Bud was integral to the PEC-Alliance Project, PEC Mentoring Program, and the Construction Credentialing Project among others.

Earned Value Management (EVM) is a project management technique that measures forward progress objectively. EVM has the unique ability to combine measurements of technical performance (i.e., accomplishment of planned work), schedule performance (i.e., behind/ahead of schedule), and cost performance (i.e., under/over budget) within a single integrated methodology. EVM provides an early warning of performance problems while there is time for corrective action. In addition, EVM improves the definition of project scope, prevents scope creep, communicates objective progress to stakeholders, and keeps the project team focused on achieving progress. In this session Jack C. Freeman from PBS&J will give participants a thorough introduction to EVM and discuss the benefits of the methodology.

FEMA Solicits NSPE Member Input

On August 27, NSPE Deputy Executive Director and General Counsel Art Schwartz met with the DHS/Federal Emergency Management Agency (FEMA) staff to discuss the roles and responsibilities of licensed professional engineers under FEMA certification requirements for the data, analyses, structural works and "as built conditions" in connection with the mapping of areas protected by the levee system under 44 CFR 65.2 and 65.10. FEMA is extremely interested in NSPE member input on how existing FEMA requirements are working or can be improved.
