WASHINGTON, DC—Richard ­Bacigalupo has been named partner with Cardinal Infrastructure LLC, joining other partners Sherry E. Little, Anja Graves and Severn E.S. Miller.

Bacigalupo most recently was federal legislative affairs manager and federal transportation liaison at the Orange County (CA) Transportation Authority and previously was general counsel and later chief executive officer of Chicago’s Regional Transportation Authority. He began his career in Washington as a transit litigation attorney for DOT and later served as FTA’s regional counsel in Chicago.

He has twice served on the APTA Executive Committee, is a former chair of the Legislative and Legal Affairs committees and currently serves on numerous APTA committees.


LOS ANGELES—Steven Greene has joined HNTB Corporation’s West Division transit practice as group director, planning, and associate vice president, based in Los Angeles. He has more than 15 years of expertise in transportation planning and analysis, most recently as senior program manager and associate vice president for another transportation firm.


WASHINGTON, DC—FTA announced the appointment of Angela Dluger as director of its safety oversight office regarding the Washington Metropolitan Area Transit Authority’s safety corrective action plans. Most recently she has been deputy associate administrator for FTA’s Office of Transit Safety and Oversight. She has 20 years of experience with public transit agencies.


CLEVELAND—Sean Thompson joined the Greater Cleveland Regional Transit Authority as director of rail operations. He previously worked for FTA, including as director of the Office of Safety Review and he was GCRTA’s rail training manager in 2010-2011. He also served FRA as operating practices inspector and later as deputy regional administrator in Sacramento.


KANSAS CITY, MO—Michael ­Steffen has joined the Kansas City office of HNTB Corporation as senior systems project manager, specializing in positive train control. He previously worked for a rail technology supply company on the Denver Regional Transportation District’s Eagle P3 rail project.


NEW YORK CITY—WSP | Parsons Brinckerhoff has announced these recent appointments:

Davy Leung has been named a senior principal technical specialist in the firm’s Orange, CA, office, working on advanced wireless communications and control systems in the railroad and public transit industries. He has more than 30 years of experience, most recently as a senior telecommunications engineer in an international company specializing in advanced technology for railway and urban transport.

James Riley, based in Cleveland, has been appointed business development director for transportation and infrastructure in WSP | PB’s Central Region. He has more than 27 years experience, most recently as managing director for infrastructure advisory services at KPMG and earlier as Ohio DOT deputy director, division of innovative delivery.

Louis J. Brown has been named a senior engineering manager in the Washington, DC, office, serving as a principal safety consultant supporting public transit and rail practice. His more than 43 years of experience includes a tenure as acting chief safety officer for the Washington Metropolitan Area Transit Authority.

Michael Harris-Gifford has been named a senior principal technical specialist in the firm’s Orange, CA, office. He has more than 30 years of experience, serving most recently as executive officer, rail operations, for Los Angeles Metro.

Michael S. Venter has been named an assistant vice president and senior engineering manager in the New York City office. He joined WSP | PB from a New York metropolitan area engineering firm where he was director of railroad systems.


CAMBRIDGE, MA—Cambridge Systematics announced the promotion of Karen Nocito to chief financial officer after 19 years as the company’s controller. She previously served as interim treasurer.


HAMILTON, ON—Sasha Pejcic has joined Stantec as transit advisory lead.

Pejcic has worked with public transit clients across North America for more than 10 years. He serves on the Board of Directors for the Ontario Public Transit Association.


TYSONS CORNER, VA—VHB has appointed Michael J. Jelen vice president and managing director of its National Capital District. Jelen has 27 years of experience in the public and private sectors and military, including leadership roles with engineering firms, three state DOTs and the Army Corps of Engineers.


MONROVIA, CA—The Foothill Gold Line Construction Authority Board of Directors has re-elected former Glendora Mayor Doug Tessitor as chairman and Claremont Mayor Sam Pedroza as vice chairman.


WEST PALM BEACH, FL—Palm Tran announced the appointment of Keith Clinkscale as manager of performance management, a newly established position. Clinkscale was a principal quality engineer with Digital Equipment Corporation and worked more than 15 years with consulting firms.


TAMPA, FL—The Tampa Chapter of Women’s Transportation Seminar (WTS) has selected Katharine Eagan, chief executive officer of the Hillsborough Area Regional Transit Authority (HART) as its Woman of the Year honoree. Eagan has worked in public transportation for almost 19 years, joining HART in 2014.


PHILADELPHIA—HNTB has promoted Joseph Guzzi, an employee of the firm since 2007, to Pennsylvania office leader, based in Philadelphia and overseeing four offices in the state. With more than 38 years of experience, Guzzi was division engineer at Amtrak in Philadelphia and manager, engineering, maintenance and construction, for the CP Rail/D&H Railway in Albany, NY.


PASADENA, CA—Ruth ­McMorrow, executive vice president, Parsons Enterprises, is one of 10 appointees to the Cornell Program in Infrastructure Policy (CPIP) Advisory Board.

Parsons Enterprises focuses on the development, delivery, financing and management of infrastructure assets under P3s. McMorrow has 30 years experience in infrastructure and public finance, spearheading global infrastructure expansion into the U.S., Europe and Asia Pacific (Australia) regions.


CHICAGO—Transdev has promoted 12-year employee Katrina Heineking from general manager of the firm’s contract with Valley Metro in Phoenix to regional vice president of the company’s Southwest Region of the Transit Division.

Heineking began her 21-year public transit career in Zanesville, OH, before becoming assistant general manager of the Charlotte Area Transit System.


GERMANTOWN, MD—LaMont Wells has been appointed executive vice president of business development for AECOM’s management services group.

Wells’ 30-year career in the government and private sector includes serving as president and board chairman of Technology Management Associates. He is a retired U.S. Army senior officer.


SAN ANTONIO, TX—Steve Young, vice president of information technology for VIA Metropolitan Transit, was one of 26 leaders inducted as “Honorary Commanders” by the 433rd Airlift Wing, an Air Force Reserve unit at Joint Base San Antonio (JBSA)-Lackland.


WASHINGTON, DC—Operation Lifesaver Inc. (OLI) has announced the following members of its board of directors.
Katie Chimelewski, director, community affairs and safety, CSX, succeeded longtime board member, consultant and former CSX Director, Community Affairs and Safety, Terry Ludban, who has been named special adviser to the president.

Jessica Feder, Indiana Operation Lifesaver executive director, is now chair-elect of OLI’s National Advisory Council.

Denise Gauthier, senior manager field safety support, BNSF Railway, is now chair of the OLI National Advisory Council, succeeding South Carolina Operation Lifesaver State Coordinator Janice Cowen.

Danny Lites, public safety director, Kansas City Southern Railway, succeeded KCS Assistant Vice President Corporate Communications Doniele Carlson.

Nancy Sheehan-McCulloch, state coordinator, California Operation Lifesaver, takes over as state coordinator from Nancy Hudson, executive director, Alabama Operation Lifesaver.


VANCOUVER, BC—Ron Aitken has joined Mott McDonald as vice president-strategic transit development, based in Vancouver. He has more than 35 years of experience, working in engineering, vehicle manufacturing, project management and development, and transit system operations and maintenance.
