Stephens to Retire from SFRTA/Tri-Rail
POMPANO BEACH, FL—Jack Stephens, executive ­director of the South Florida Regional Transportation ­Authority (SFRTA) since 2014, has announced his plans to retire Dec. 31, at the expiration of his contract.

Stephens joined SFRTA in 2003 as deputy executive director after a tenure with the Metropolitan Atlanta Rapid Transit Authority, where his positions included deputy general manager for administration and interim general manager/CEO.

For APTA, he is a member of the Commuter Rail and Legislative committees, the Commuter Rail CEOs Subcommittee, and a former member of the APTA Board of Directors.


Cline Steps Down as DCTA President
LEWISVILLE, TX—The Denton County Transportation Authority (DCTA) announced that Jim Cline, the agency’s president since 2010, has stepped down from the post.

Before joining DCTA, Cline worked three years with ­Kimley-Horn and Associates and more than 20 years in municipal public works/transportation jobs with the cities of Beaumont and Irving, TX. He recently retired from the Texas Army National Guard as a lieutenant colonel with 28 years of military service, including a deployment to Afghanistan from 2010-2011.

For APTA, he chairs the E-ATC (Enhanced Automatic Train Control) User Group and is a member of the Commuter Rail, Legislative and Small Operations committees and the Commuter Rail CEOs Subcommittee.


NEW YORK CITY—RATP Dev USA announced the appointment of Russ Tieskoetter as chief operating officer. He previously spent 17 years with MV Transportation, most recently as senior vice president of operations, and eight years with Laidlaw Transit, and was a captain in the U.S. Army.


STATE COLLEGE, PA—Doug Keith has joined the Centre Area Transportation Authority (CATA) as director of finance. He comes to CATA after serving as executive director, and earlier director of finance, for the Williamsport (PA) Municipal Water Authority and Williams­port Sanitary Authority.


CLEVELAND—Nancy Lyon-Stadler has been named to lead the Cleveland office of WSP USA. She joined the firm as a senior principal engineer in 2015 and has more than 30 years of engineering experience, including service as a civil engineering officer in the U.S. Air Force.


ALLENTOWN, PA—The Lehigh and Northampton Transportation Authority (LANTA) Board of Directors has elected Holly Edinger its chair. She is director of special projects at the Sustainable Energy Fund.

Kim Schaffer was elected board vice chair; Fred Williams, treasurer; and Matt Malozi, secretary.


FAIRFAX, VA—Dewberry has promoted David Mahoney to alternative project delivery operating unit manager. Mahoney is an executive vice president who has been with the firm for more than 30 years, working on Washington, DC, area projects including the Dulles Corridor Metrorail Silver Line Phase II.


NEW YORK CITY—Fernando Ferrer, vice chairman of the New York Metropolitan Transportation Authority (MTA) board since 2011, has been named to the Metropolitan Transportation Sustainability Advisory Workgroup, created by the New York State Legislature in April to make recommendations on transportation within the MTA’s service region. Ferrer served as acting MTA board chair twice, in 2013 and 2017, was a member of the New York City Council from 1982-87 and was Bronx borough president from 1987-2001.


ST. PAUL, MN—Cyrenthia Jordan has been named director of the Office of Equal Opportunity at the Metropolitan Council. She was director of equal opportunity and Title IX at Minnesota State University, Mankato, since 2015 and earlier worked for the Minneapolis Public Schools and the University of Minnesota.


LOS ANGELES—The Los Angeles Metro Board of Directors has named Los Angeles County Supervisor Sheila Kuehl its chair, succeeding Los Angeles Mayor Eric Garcetti.


TAMPA, FL—The Hillsborough Area Regional Transit District (HART) recently ­honored 13 of its bus operators for driving one million miles or more without a preventable accident.

Two HART drivers, Cosme Garcia and Tony Hernandez, attained the two-million-mile level. The newest one-million-mile drivers are Kenneth Beach, Rufus Blake, ­Theresa Briseneau, Tito Goicochea, Marc Henry, Dinesta McBride, Henry Morales, ­Gustavo Pachon, Jimmy Suarez, Bridget Williams and Tyran Williams.


FRANKLIN, TN—The TMA Group (Transportation Management Association) has announced the hiring of Sharmila Patel as grants and procurement manager and the promotion of Chase Harper to business development and rideshare services administrator.


VANCOUVER, WA—C-TRAN announced the retirement of Alan ­Halgren, one of the agency’s longest-tenured coach operators, after 37 years on the job. He was hired shortly before C-TRAN officially began service in July 1981.

At that time, Halgren was one of only 25 drivers employed by C-TRAN. Today the agency employs more than 250 fixed-route and paratransit drivers who provided more than six million rides in 2017.


MIAMI—Bob O’Malley has joined Brightline in the newly created role of vice president of government affairs. Most recently he spent 10 years as resident vice president of government affairs in Florida for CSX Transportation.
