New CEOs, Interim Named

Leary, TTC
The Toronto Transit Commission (TTC) has named Rick Leary, chief service officer since 2014, its chief executive officer. TTC is the third largest public transit agency in North America and the 2017 recipient of APTA’s Outstanding Public Transportation System Award.

Before joining TTC, Leary was general manager of York Region Transit, Richmond Hill, Ontario. He is a member of the APTA Board of Directors and the Access, Bus & Paratransit CEOs and Bus Operations committees.

Leary’s interest in public transit goes back to his childhood, when he accompanied his father, Jack Leary, to his job as a streetcar operator for the Massachusetts Bay Transportation Authority in Boston. APTA is inducting Jack Leary into its Hall of Fame at the 2018 Annual Meeting.

Suarez, DCTA
The Denton County Transportation Authority (DCTA) Board of Directors, Lewisville, TX, has named Raymond Suarez, the agency’s chief operating officer since 2014, as its president following the resignation of Jim Cline.

Suarez has worked in public transit operations and technology for more than 30 years. Before joining DCTA, he was chief administrative officer for Trinity Railway Express commuter rail, which connects Dallas and Fort Worth.



Mazza, NAIPTA
The Northern Arizona Intergovernmental ­Public Transportation Authority (NAIPTA) Board of Directors in ­Flagstaff has named Deputy General Manager Erika Mazza its next chief executive officer and general manager, succeeding retiring longtime agency head Jeff Meilbeck.

Prior to joining NAIPTA nearly seven years ago, Mazza was human services planning and policy manager for the city of Boulder, housing planning and policy manager for the city of Flagstaff and a lecturer in Northern Arizona University’s Planning Department.

Mazza is a member of the APTA Board of Directors and numerous APTA committees and a graduate of the Leadership APTA Class of 2017.


Caver, Interim, GCRTA

The Greater Cleveland Regional Transit Authority (RTA) has named Dr. Floun’say Caver as interim chief executive officer and general manager as current CEO and General ­Manager Joe Calabrese transitions to the newly created position of senior advisor for special projects and strategic innovation.

Caver joined RTA in 2000 and currently serves as chief ­operating officer and deputy general manager of operations, a position to which he was promoted in October 2017.
