APTA's Study Mission to Asia Yields Best Practices

Twenty-three APTA members from public transportation agencies and businesses of all sizes traveled to cities in Asia for a 10-day study mission to research innovative transit safety, state of good repair and operational practices.

The delegation, which included three APTA senior-level staff, participated in roundtable and small-group discussions and technical site tours during their visits to MTR, Hong Kong’s main public transportation operator of light and heavy rail; SMRT, one of the largest multimodal public transit providers in Singapore; JR East, the high-speed and commuter rail operator for Tokyo; Tokyo Metro and Tokyo’s Metropolitan Government’s Bus Division.

“The dedication of our sister agencies in Hong Kong, Singapore and Tokyo to a significant and long-term investment in human capital is striking and commendable,” said APTA Chair Doran J. Barnes, executive director, Foothill Transit, West Covina, CA.

Delegates gained considerable insights into how each organization takes an integrated approach to safety culture and asset management in its planning and operations.

“The world-class performance of the Asian systems we visited proves that taking a holistic enterprise risk management approach to managing public transportation systems in a spirit of continuous improvement pays off in terms of service reliability and a customer centric focus,” said APTA Acting President & CEO Richard A. White.

Members of the delegation will share key takeaways at the upcoming APTA Bus & Paratransit Conference, May 7-10, Reno, NV; Rail Conference, June 11-14, Baltimore; Annual Meeting & EXPO, Oct. 8-11, Atlanta; and the June Board of Directors meeting. In addition, APTA will publish a full report in the next few months.
