ST. LOUIS—Bi-State Development announced the promotion of Mark G. Vago to senior vice president and chief financial officer. He will succeed current CFO Kathy S. Klevorn upon her retirement effective July 1.

Vago joined Bi-State in 2008 and has been its controller since 2012. Earlier he was controller for Missouri Goodwill Industries, corporate account manager for United Industries and financial manager for Laclede Steel Company.
Klevorn came to Bi-State as its director of budget in 1988. The St. Louis Business Journal honored her as CFO of the Year in 2017.


FAIRFAX, VA—Steven H. Santoro, an 18-year employee of New Jersey Transit Corporation who served most recently as its executive director, has joined Dewberry as director of rail and transit.

Santoro joined NJ Transit in 2000 to manage the Hudson-Bergen light rail design-build-operate-maintain project, becoming assistant executive director of capital planning/programs in 2007. Earlier he was vice president for New York operations with a multi-office engineering and consulting company. He serves on the APTA Legislative Committee and received the American Society of Civil Engineers Service to the People Award in 2017 and the American Council of Engineering Companies’ 2016 Distinguished Service Award.


SAINT-EUSTACHE, QUEBEC—Ray Little has joined Nova Bus as vice president of sales for North America. His 25 years of experience include several executive-level positions, serving most recently as vice president of business development for MV Transportation.


PORTLAND, OR—Leah Treat, director of the Portland Bureau of Transportation since 2013, has joined Nelson\Nygaard as its new managing director, effective Aug. 1. She will succeed Paul Jewel, who has led the firm since 2007 and plans to move into a project-focused role once Treat takes over.

Treat has more than 20 years experience in urban government, with tenures as managing deputy commissioner of Chicago DOT and deputy director of the District of Columbia DOT.


LIVONIA, MI—ROUSH CleanTech has announced the promotion of Joe Thompson, its former president, to group president of Roush Products Group. Todd Mouw succeeded Thompson as president of ROUSH CleanTech.

The company also announced the promotions of Brian Carney, former executive director of school bus, to executive director of customer success and Chelsea Jenkins, former business development manager, to executive director of government affairs and the hiring of Ryan Zic as sales director for school bus sales.


ALLENTOWN, PA—Anouré V. Fenstermaker has joined Continental as marketing and communications manager for its Commercial Vehicles & Aftermarket Business Unit. She previously was marketing director for IntegraONE in Allentown, a reseller of information technology solutions, and for the past 17 years has also been an independent marketing consultant under AF Marketing Group LLC.


MIDDLEBURY, IN—Heidi Smart has joined ARBOC Specialty Vehicles LLC. She previously was a dealer sales representative for Glaval Bus for 12 years and a sales coordinator at Goshen Coach for seven years.


LOS ANGELES—HNTB Corporation announced the appointment of Helene Kornblatt as senior environmental sciences and planning director and Southern California practice leader, based in Los Angeles. She also is an associate vice president of the firm and has 30 years of experience in transportation and public transit.

Also, Ben Tripousis has joined the firm as associate vice president and senior program manager, based in San Jose, CA. He formerly was Northern California regional director of the California High-Speed Rail Authority and has worked on projects for Caltrain, the San Francisco Bay Area Rapid Transit District and the Santa Clara Valley Transportation Authority.


FLAGSTAFF, AZ—The Arizona Transit Association and Arizona DOT recently honored Jeff Meilbeck, chief executive officer and general manager of the Northern Arizona Intergovernmental Public Transportation Authority (NAIPTA), as its Transit Individual of the Year for 2018.

Meilbeck joined the agency, formerly known as Coconino County’s Pine Country Transit, in 1998 and will retire this year as the only CEO in NAIPTA’s history. For APTA, he serves on the Small Operations Committee.


ST. LOUIS—Derrick Keith Cox has joined the Bi-State Development Board of Commissioners, representing the Madison County (IL) Board of Commissioners. He succeeds David Dietzel, whose term has expired.

Cox is a trustee for Collinsville Township, IL. He has a background in real estate and broadcast journalism, with more than 13 years of experience as a former on-air radio personality. Dietzel joined the Bi-State board in December 2004 and was its chair from 2012-2017.


SAN ANTONIO—The VIA Metropolitan Transit Board of Trustees announced the appointments of four new members: Jordana Decamps Mathews, named by the Bexar County Commissioners Court, and Brian C. Dillard, Ezra A. Johnson and Amanda Merck, all named by the San Antonio City Council.

Mathews is chief executive officer of The Mathews Consulting Group and previously director of economic development for Bexar County. Dillard, an associate at Delta Risk LLC, has chaired the VIA Transit Community Council since July 2017. Johnson is a law partner at Uhl, Fitzsimons, Jewett & Burton PLLC and an adjunct professor at St. Mary’s University School of Law. Merck curates content for ¡Salud America! as a research area specialist at the Institute for Health Promotion Research at UT Health San Antonio.


ALBANY, NY—The Capital District Transportation Authority Board of Directors has elected Georgeanna M. Nugent of Saratoga Springs as its chairwoman, succeeding David Stackrow Sr. Nugent is business development manager at Consigli Construction NY LLC and joined the board in 2009.
Other officers elected were Michael J. Criscione, vice chairperson; Mark Schaeffer, secretary; and Jayme B. Lahut, treasurer.


FALLS CHURCH, VA—ENSCO Inc. announced the appointment of Ruben D. Peña B. as director of government surface transportation in its Applied Technology and Engineering Division. He has worked in rail safety and security for more than 25 years, most recently serving as director of marketing and business development at the Transportation Technology Center Inc. in Pueblo, CO.


SAN JOSE, CA—Karen Philbrick, executive director of the Mineta Transportation Institute, recently was honored by YWCA Silicon Valley at its 34th annual Tribute to Women Awards, which recognize women who have excelled in their fields and have made significant contributions to the region in executive and professional roles.

Philbrick also serves on the Women’s Transportation Seminar Foundation Board, the advisory board for the Los Angeles Metro Office of Extraordinary Innovation and U.S. DOT’s Transit Advisory Committee for Safety.


WOODBRIDGE, VA—Darrell (D.J.) Jordan Jr. and Kalai Kandasamy have joined the Potomac and Rappahannock Transportation Commission (PRTC) as alternates to the Board of Commissioners representing Prince William County. They participate in monthly commission meetings and vote when regular members are absent.
Jordan is a congressional aide in the U.S. Senate and ­Kandasamy an enterprise architect and consultant for the Department of Defense.


VANCOUVER, WA—C-TRAN has named Inessa Vitko its chief operations officer. Vitko held various jobs over 12 years with Portland’s Tri-County Metropolitan Transportation District of Oregon, including heading the agency’s first-ever Customer Experience Department. She is a graduate of the APTA Early Career Program Class of 2015.


CHICAGO—HNTB Corporation announced the appointment of Michael Booth as transit planning group director and associate vice president, based in the firm’s Chicago office. He has more than 33 years of experience, including commuter rail, light rail, BRT and other public transit projects.
