William M. Wheeler, 69, of Tarrytown, NY, the New York Metropolitan Transportation Authority’s director of special project development and planning since 2002, died Oct. 27. He joined the MTA in 1986, serving first as deputy director of strategic planning and then director of planning and development.
In a statement, MTA Chairman Joseph J. Lhota said Wheeler “has been integral to the success of every aspect of change in mass transit in the New York metropolitan area.” Among his achievements were helping to develop the MetroCard and to relaunch the long-delayed construction of the Second Avenue Subway.
