Comstock Bill Authorizes WMATA Funding, Amends Governance
Rep. Barbara Comstock (R-VA) recently introduced H.R. 4534, the Metro Accountability and Reform Act, which requests federal funding for the Washington Metropolitan Area Transit Authority (WMATA) and amends the interstate compact governing WMATA, including establishment of a Metro Reform Board.
WMATA operates Metrobus and Metrorail service in the District of Columbia and parts of Virginia and Maryland.
The bill would reauthorize Passenger Rail Investment and Improvement Act (PRIIA) funding for WMATA at $150 million per year through FY 2029. It would also amend certain labor provisions related to collective bargaining, overtime and personnel policies and require changes to employee retirement plans.
The Metro Reform Board would serve as an interim control entity to govern the agency and achieve the changes in the near term. It would be afforded the ability to amend, void or approve all existing and pending contracts.
“This Metro reform legislation represents a culmination of over a year of working with a wide array of experts,” Comstock said. “It provides substantial new funding for Metro, but on the condition of making fundamental changes necessary to meet reasonable benchmarks of a functional mass transit system.”
